CM Solar Mission

Problem

  • Low rural electrification and unreliable electricity supply constrained healthcare, education, livelihoods, and digital inclusion across the state.
  • Difficult terrain made grid expansion expensive and operationally challenging, causing frequent load shedding and disruptions in daily life and essential services.
  • Dependence on kerosene and diesel backup systems increased household costs and contributed to avoidable emissions.
  • Lack of reliable power in schools limited learning outcomes and reduced productive hours for students.
  • The ecologically sensitive nature of the state required low-impact and climate-aligned energy pathways for development.

Solution

  • Implemented decentralised solar systems with need-based sizing ranging from 850 VA to 40 kVA for households, enterprises, hospitals, and other institutions.
  • Introduced off-grid solar packages of 1.1 kVA and 2.2 kVA for 2,346 lower primary schools.
  • Installed solar water heaters with 100 LPD capacity to reduce dependence on conventional thermal energy sources.
  • Established five-year comprehensive maintenance contracts supported by district-level service presence and service level agreements.
  • Created a digital portal and district-level monitoring committees to verify installations and ensure accountability through milestone-based payments.

Outcomes

  • Approximately 10.48 MW of distributed solar capacity was added under the CM Solar Mission.
  • Around 11,526 metric tons of CO₂ emissions are avoided annually, contributing to climate benefits.
  • More than one crore productive man-hours are generated annually across beneficiary households.
  • Over 64,000 additional daily study hours are enabled for students through uninterrupted electricity supply.
  • Reliable electricity access is provided to households, schools, MSMEs, and hospitals,
