- Reduced cognitive development in early years impacts long-term economic returns and health expectancy.
- The poor infrastructure of Anganwadi Centres limits immersive early learning environments.
- Increased out-of-school population linked to poor nutrition and weak early foundations.
- Capacity gaps among frontline workers are affecting uniform service delivery.
Solution

- Formalised a five-year partnership with the Asian Development Bank in 2023 for financial and technical support.
- Rolled out structured music, movement, play-based learning, and developmental assessment tools.
- Conducted phased frontline worker capacity building, supervision, and community mobilisation initiatives.
Outcomes
- Increased institutional deliveries and reduced anaemia among women.
- Higher Anganwadi enrolment and improved service utilisation.
- Strengthened convergence mechanisms and standardised service protocols statewide.
- Enhanced community awareness on early stimulation and nutrition during foundational years.
