Case Study
The Telangana Data Exchange (TGDeX) is a pioneering initiative by the ITE&C Department of the Government of Telangana, designed to overcome the persistent challenges of fragmented government data. Traditionally, public sector data has been confined within departmental silos, lacking secure and standardised mechanisms for exchange. This fragmentation has historically hindered integrated decision-making and limited startups, researchers, and developers’ access to high-quality, trusted datasets necessary for large-scale innovation. By establishing a unified platform for secure data exchange and AI experimentation, TGDeX seeks to transform these data silos into a collaborative ecosystem for evidence-based policymaking and improved public service delivery.
The project implementation followed a structured process beginning with a rigorous requirement analysis and risk assessment phase. A critical component of the planning involved a partnership with the Vidhi Centre for Legal Policy to develop a robust data governance and policy framework aligned with the Digital Personal Data Protection (DPDP) Act 2023. Following this, the technical development focused on creating core infrastructure, including data ingestion pipelines, AI model management, and secure sandbox environments featuring integrated development tools. The platform was ultimately deployed on a scalable, GPU-enabled infrastructure utilising Kubernetes for auto-scaling and high availability.
Throughout the deployment, the team navigated several complex challenges, most notably integrating heterogeneous datasets from various departments with diverse formats and standards. Balancing the need for high-performance AI workloads with cost-efficient GPU infrastructure also presented a significant technical hurdle. Furthermore, ensuring strictly secure, consent-driven data sharing while maintaining compliance with privacy regulations requires continuous focus and oversight. Addressing the varying levels of technical maturity among stakeholders was also essential, necessitating ongoing training and ecosystem support to drive adoption across government and industry users.
The successful rollout of TGDeX has resulted in a unified AI sandbox ecosystem that provides immediate access to AI-ready datasets, models, and APIs. This infrastructure has accelerated the development of citizen-centric AI solutions by enabling startups and government teams to rapidly prototype use cases across healthcare, agriculture, and urban mobility. By standardising interoperability through policy-compliant frameworks, the project has strengthened cross-sector collaboration between government, academia, and industry. Looking forward, the TGDeX architecture is designed for horizontal scaling, with plans to expand its datasets and use cases to serve as a statewide model for data-driven innovation.
