Employment Generation Mission

Problem

  • Kerala’s high unemployment rate
  • Kerala’s poor women work participation rate
  • Poor focus on Keralites for private jobs
  • Lack of acceptance of Kerala by employers as a promising employment marketplace.

Solution

  • Created the KKEM program to be implemented in mission mode and a comprehensive strategy paper made.
  • Facilitated connect career to campus program with Higher Education Institutions. 
  • Deployed Mobile app Jalakam and connected to DWMS.
  • Organised a comprehensive social behavior change campaign in partnership with local governments.
  • A digital platform of models made in collaboration with start-ups and government agencies. 

Challenges

  • The limited interest of people in private jobs. 
  • Preference of jobseekers for local, hyper-local jobs. 
  • A mismatch in candidate expectation and market-offered remuneration levels, especially in entry-level opportunities.
  • For high-end jobs, there is a lack of people with sufficient skills.
  • Social challenges for mobilising career break women.

Outcomes

  • 12.2 lakh candidates registered on the portal in less than 2 years.
  • The growing number of employers reflects the acceptability of the employee pool’s capability
  • 32 skill providers are part of the programme providing 195 skilling courses. 
  • Skilling infrastructure is created – Work Near Home facilities, AR/VR labs.
  • 4.76 lakh applications for jobs, 31,456 interviewed, 21,508 shortlisted, and 11,027 jobs provided.

Case Study

Introduction

KKEM aiming to make Kerala the world’s largest talent cloud, has made a significant impact by creating a unique digital solution and a methodology for mobilising job seekers and connecting them with skill providers and employers for employment.

Problems

There was a lack of acceptance of Kerala by employers as a promising employment marketplace. Also, there was a complexity of the strategy paper that addressed multiple challenges.

Solutions

A comprehensive social behavior change campaign was oranised in partnership with local governments. Also, a digital platform of models was made in collaboration with start-ups and government agencies.

Outcomes

In less than 2 years, 12.2 lakh candidates got registered in the portal. The growing number of employers reflects the acceptability of the employee pool’s capability.

Challenges

A mismatch in candidate expectations and market-offered remuneration levels, especially in entry-level opportunities, posed a challenge. For high-end jobs, there is a lack of people with sufficient skills.

Innovation

Mobilisation of jobs, work and vacancies over the digital platform and creation of transparent workflows is an innovative aspects of the project. Also, a social security scheme to address the vulnerable sections was developed.

Opportunities

Skill providers transform to tweak their skill programme dynamically per industry and candidate demand.

Summary

Multiple skilling agencies are doing skilling activities without coordination and are replaced by an integrated system that provides industry-relevant skilling from various agencies at a single platform. A strategy that integrates multiple efforts at skilling and employment generation ensuring synergy, scale, and reduction in duplication of efforts.
