One Local Government One Idea

Problem

  • Issues concerning sanitation, drinking water availability and waterlogging.
  • Flooding is exacerbated by inadequate rainwater percolation due to rapid urbanisation.
  • Incorporation of aggregation-related and other advanced technologies is required to enhance productivity. 
  • The incorporation of new technology to transform the existing systems has not been possible.
  • Encouraging local innovators has not been on the agenda of local governments.

Solutions

  • An electronic platform is developed for the submission of problems by LSGIs. 
  • Domain institutions like IIT Bombay, Universities and other institutions are on board for finding innovative solutions. 
  • Nuthakam, a community platform, is used to derive innovative solutions.
  • Developing innovative solutions that can be implemented in the local contexts through hackathons. 
  • Developing innovative solutions that can be implemented through startup linkages and collective efforts of academia, practitioners and LSGIs.

Challenges

  • Considering the traditional mindset, it is difficult for LSGIs to understand the complex process of innovative problems.
  • Solving from problem curation to community readiness assessment.
  • Showcasing successful innovative ideas and solutions can only convince LSGIs of the benefits, value creation and transformative potential of the project.
  • LSGIs have been viewing the submission of innovative projects, thereby trivialising the very concept of innovation.
  • Wicked problems raised by LSGIs require extensive analysis and a multidisciplinary approach.

Outcomes

  • The OLOI project launched during the Panchayat Day celebration on received submissions of problems.
  • 60 LSGIs have been shortlisted for the pilot phase on a first-come, first-served basis, the extent of the problem and scaling prospect.
  • More than 1,500 practitioners in 27 sectors were on board on a pro bono basis to support the OLOI process as CoP members. 
  • 145 UG/PG students and 24 Research Scholars have submitted their innovative projects in 6 thematic areas as a part of the innovation challenge.
  • 21 start-ups have submitted their innovative projects in 6 thematic areas as a part of the innovation challenge.

Case Study

   One Local Government One Idea

Introduction

 ‘One Local Government One Idea’ (OLOI) programme aims to equip Local Self-Government Institutions (LSGIs) in Kerala to develop innovative solutions for the problems they face in various sectors. The specific objectives of this programme are to help local governments to undertake transformational projects going beyond conventional paradigms of problem-solving, support local governments for interventions in local economic development etc.

Problems

 OLOI attempts to solve real life problems faced by the people in Kerala through interventions spearheaded by LSGIs. By nature, many of these problems are wicked and fuzzy in their nature as they require a multidisciplinary approach in solving. They also require extensive stakeholder consultations as part of the problem analysis and solution scouting.  

Solutions

 Electronic platform is developed for the submission of problems by LSGIs enabling the digital capture of issues requiring innovative solutions. Domain institutions like IIT Bombay, Universities and other institutions are on boarded for finding innovative solutions to the problems raised by LSGIs. Nuthakam, a community platform for facilitating discussions of Community of Practice members is used to derive innovative solutions and developing innovative solutions that can be implemented in the local contexts, through hackathons, start-up linkages and collective efforts of academia, practitioners and LSGIs.

Outcomes

The OLOI project launched during Panchayat Day celebration on 19th February 2023, received submissions of problems requiring innovative solutions from 214 LSGIs. 60 LSGIs have been shortlisted for the pilot phase on a first-come, first-serve basis, considering the relevance, the extent of the problem and scaling prospect and more than 1500 practitioners in 27 sectors were on boarded on a pro bono basis to support the OLOI process as CoP members. 145 UG/PG students, 24 Research Scholars, and 21 start-ups have submitted their innovative projects in 6 thematic areas as a part of innovation challenge.

Challenges

Considering the traditional mind-set, it is difficult for LSGIs to understand the complex process of innovative problem solving from problem curation to community readiness assessment. Showcasing successful innovative ideas and solutions can only convince LSGIs of the benefits, value creation and transformative potential of the project. LSGIs have been viewing the submission of innovative projects as a means to bypass guidelines or formalities, thereby trivializing the very concept of innovation. 

Innovation

OLOI project is designed to help LSGIs to identify problems faced by the people at the local government level, that require innovative solutions and to find solutions through the collective work of experts and through the Hackathon system. This approach allows local self-government institutions to identify specific problems and develop suitable solutions, fostering innovation at the local level. 

Opportunities 

The local self government system in Kerala will be able to scale new heights through the possibility of transformative growth and equity based and sustainable model of development through participatory knowledge generation. Strengthening of collaboration with academia and enterprises to develop sustained mechanisms for promoting innovation in local governments and methodology to overcome the limitations of Kerala developmental paradigm of low employment-high growth issues and the bottlenecks in developments.

Summary

The local self-government system in Kerala has the potential to make significant progress by embracing transformative growth instead of incremental growth, which entails generating innovative solutions for local challenges. The ‘One Local Government One Idea’ (OLOI) program, aims to empower Local Self-Government Institutions (LSGIs) in Kerala to develop innovative solutions for their second generation developmental problems.
