Problem

  • The outdated collections of books and journals in the libraries of the HEIs did not attract prospective readers.
  • The subscription to print copies of journals, books, and dissertations from countless publishers by each HEI separately is expensive.
  • The stakeholders at the State-funded HEIs did not have access to e-resources provided/aggregated by world-class publishers.
  • The students did not have access to quality content provided by the reputed publishers of the world.
  • Creating a consortium for the faculty and research scholars and students of the Universities to have free access to journals, books, etc.

Solution

  • The consortium created by the Higher Education Department provided quality content from reputed publishers.
  • The consortium roped in Elsevier (ScienceDirect) and EBSCO – the best in the world for data and peer-reviewed scholarly content.
  • The consortium enabled UG/PG students/research scholars/faculty to access the e-library from anywhere through Open Athens credentials.
  • The stakeholders now have access to 18,500 journals/magazines, 2,39,000 e-books, digital archives from 1823, etc.
  • Consultative meetings with the Vice Chancellors and Principals of the state-funded higher education institutions and other officials.

Challenges

  • The libraries at the State-funded HEIs had limited resources.
  • The students, research scholars, and faculty at the State-funded HEIs did not have an opportunity to access data and peer-reviewed scholarly content.
  • The libraries at the state-funded institutions failed to attract prospective readers to the reading halls.
  •  Understanding the requirements of the stakeholders, notably UG/PG students, research scholars and faculties.
  • Synergizing the concept of massive aggregation while maintaining access to the most relevant publishers.

Outcomes

  • The usage pattern of the e-content by the stakeholders reflected a positive trajectory.
  • The sum of usages of ScienceDirect spiked at the end of the 2nd quarter with a staggering number of 31345.
  • The usage patterns of the EBSCO resources are equally commendable at the State-funded universities/autonomous colleges.
  • The consortium is making all-out efforts to develop awareness through workshops/training programs.
  • Roping in experts from Elsevier/EBSCO.

Innovation

The stakeholders, namely UG students, PG students, Research Scholars, and the faculty at HEI accessed e-Resources from anywhere at any time. The OA credentials have been created even for undergraduate students.

Opportunities

The consortium is extending the e-resources facility to 12 universities and 32 autonomous colleges in Odisha. The State has 1000+ HEIs and has been envisaged to extend the facility to all of those HEIs.

Summary

The OSHEC has built a consortium that is enabling the faculty and research scholars and students of the Universities under the administrative control of the HED to have free access to (1) full-text databases – ScienceDirect (Elsevier) (2) full-text databases – EBSCO.
