Providing Financial Assistance to Meritorious Students

Problem

  • Inability of the students to follow their career goals due to poor financial background.
  • Hesitancy among parents to send their girl child for pursuing self-financed courses such as M.B.B.S.
  • Brilliant students from poor economic background facing difficulties in affording tuition fees for their higher education.
  • Inability to apply in the initial years of graduation/diploma would make an applicant unable to apply for the entire period of his course.
  • Establishment of committees for each Commissionerate for scrutiny purpose.

Solution

  • Providing financial assistance.
  • Arrangement of a delay link.
  • Introducing Mukhyamantri Kanya Kelavani Nidhi Scheme (MKKN) for enabling the female students to get admission in M.B.B.S.
  • No percentage/percentile criteria would be taken into consideration for socially/economically weaker students.
  • Resolving problems of students and nodal officers.

Challenges

  • Creating awareness among the stakeholders through the use of different mediums like print media, electronic media etc.
  • Facilitating each and every student with easy and fast access to apply for the scheme.
  • Synchronizing application processing among the administrative units like nodal officers at 326 help centers.
  • Communication with relevant agencies like UIDAI, banks etc.
  • Carrying out the fastest possible and error less Direct Beneficiary Transfer (DBT) of fund in the accounts of beneficiary students.

Innovation

  • Arrangement of delay link.
  • Creating awareness among the stakeholders through print media, social media etc.
  • Facilitating error less Direct Beneficiary Transfer (DBT) of funds in the accounts of beneficiary students.
  • Providing Rs 25,000 every year to students of 10th or 12th standard to pursue any higher education of their choice.
  • Providing hostel Sahay to eligible students throughout their course duration up to an amount of Rs. 12,000/-.

Outcomes

  • Disbursed 1458.85 crores to 3,42,045 beneficiary students till date.
  • Students do not remain deprived of the financial assistance for the remaining years of his graduation.
  • From the academic year 2017-18, an amount of 307.27 crores has been disbursed 
  • From the academic year 2017-18, an amount of 1,527 lakhs has been disbursed under the Chief Minister Scholarship Scheme(CMSS).
  • Established a direct connection with students.

Case Study

Providing Financial Benefits to Meritorious Students

Introduction 

Department of Education, Government of Gujarat aims to help the undergraduates of Gujarat State to provide financial benefits to meritorious and needy students from all communities pursuing higher studies. The students studying in medical, technical, para-medical, higher, and diploma get the scholarship amount up to Rs. 2 lakhs per year, to Rs. 50 thousand per year, up to Rs. 50 thousand per year, up to Rs. 10 thousand per year, up to 25 thousand per year respectively. 

Problems

After passing examination of standard 10th or standard 12th and diploma, brilliant students of Gujarat may not achieve their desired career goals due to the poor financial background. Also, parents usually do not prefer their girl child to get admitted in the self-financed highly professional courses. 

Solutions

Financial assistance has been provided to meritorious and needy students from all communities pursuing higher studies. No percentage/percentile criteria would be taken into consideration for socially and economically weaker students. 

Outcomes

An amount of 1458.85 crores has been disbursed to 3,42,045 beneficiary students from 2015-16 till date.  From the academic year 2017-18, an amount of 307.27 crores has been disbursed to 11,442 beneficiary students till date under Mukhyamantri Kanya Kelavani Nidhi Scheme (MKKN). 

Challenges

One of the biggest challenge was to create awareness among all the stakeholders of the education system through the use of different mediums like print media, electronic media etc. Again, synchronizing application processing among the administrative units like nodal officers at 326 help centers, various stakeholders of academia and Government couldn’t be carried on easily. 

Innovation

Under this scheme, hostel Sahay facilities is provided to eligible students throughout their course duration up to an amount of Rs. 12,000. Direct Beneficiary Transfer (DBT) of funds in the accounts of beneficiary students was facilitated in an errorless manner. Also, Rs 25,000 was provided every year to students of 10th or 12th standard to pursue any higher education of their choice.

Opportunities

Plans are to provide Rs. 350 Cr to 70,000 students for academic year 2022-23.

Summary

Department of Education, Government of Gujarat aims to help the undergraduates of Gujarat State to provide financial benefits to meritorious and needy students from all communities pursuing higher studies. The scheme helps to achieve academic goals of the students who are bright but economically weaker. The scheme provides scholarships for the courses like Medical (M.B.B.S., Dental, Physiotherapy etc.), Technical (Engineering, pharmacy and other professional courses), Para-Medical (Ayurved, Homeopathy, Nursing etc.) and other general graduation courses (B.B.A., B.C.A., B.Sc., B.Com., B.A.).
