Efficient Disbursement of Pension 

Problem

  • The high workload on disbursement officers resulted in delayed pensions.

Solution

  • Developing a common portal for applying different types of pensions in the state.
  • Integrating different departmental data to validate the eligibility of the pensioners 
  • Integrating Aadhaar services through UIDAI for making Biometric authentication.
  • Developing a mobile application for payment of pension amount.
  • Integrating Artificial Intelligence to capture & validate facial image 

Outcomes

  • About 60 lakh poor, infirmed people are getting monthly pensions.
  • Developed a mobile application to disburse more than 90% of pensions from day 1.
  • Periodical verification of the eligibility criteria as per the Government guidelines.
  • Successful disbursement of pensions by using the Real Beneficiary Identification System.
  • Pensioners can receive their pension amount at their doorstep through their volunteers.

Efficient Disbursement of Pension 

Introduction:

The objective of SERP is to make the overall process of pension disbursement as per SLA with the due social audit in place to be agile, transparent, responsive and traceable.

Problems:

1.6 Lakh Households need to visit MPDO offices in Mandal level to apply for pension and had to wait for their turn due to the non-availability of Pension Disbursement Officers as the same person needs to cover 3-4 villages.

Solutions:

The department launched the YSR Pension Kanuka scheme and developed a common portal for applying different types of pensions in the state with the integration of different departmental data to validate the eligibility of the pensioners and integration with Gram Panchayats. The problem of Biometric authentication is resolved by integrating AADHAAR services with UIDAI. 

Outcomes:

The solutions facilitated easy access for citizens to apply for pensions. There is no middleman for applying for pensions. The beneficiaries will receive the pension amount at their doorstep on the 1st of every month. 

Challenges:

Handling load on servers i.e. 2.6 lakh users on the first day for disbursement of pensions across the state was a challenge. The UIDAI guidelines were changing frequently and the bank integration, as well as APIs integration, were a challenging task.

Innovation:

The distribution of pensions through the Aadhaar-based authentication and development of mobile application with integration of Artificial Intelligence to capture the facial image and validate the live pensioner face with the image captured during enrolment.

Opportunities:

To implement an auto trigger of the pending disbursements and amounts based on the real-time disbursement statistics.

Summary :

Andhra Pradesh has been recognized as the topmost State in distributing the highest amount to pensioners across the country. The process of delivering pensions is taken up by the Village/Ward volunteers system with the concept of bringing smiles to the doorsteps of millions.
