Prohibiting Violence Against Women

Problem

  • Domestic violence and intimate partner violence.
  • Immediate and long-term physical, sexual, and mental consequences for women and girls.
  • Lack of a response mechanism.
  • Violence may lead to mental health and may lead to self-harm, isolation, depression and suicidal attempts.
  • Addressing the social norms against women.

Solution

  • Setting up of Mahila Suraksha Avam Salah Kendra at all police districts.
  • Providing support to women facing violence by assisting them to navigate through the Criminal Justice System.
  • Counselling, Advisory and Redressal through MSSKs in forty police districts of Rajasthan.
  • Empowering women and girls by informing and educating them about their legal rights.
  • Enforcing Rajasthan Prevention of Witch Hunting Act, 2015.

Outcomes

  • Getting over the gender bias and social practices in the patriarchal society.
  • The initial limitation of setting up of MSSKs was the geographical outreach.

Case Study

Prohibiting Violence Against Women

Introduction

The Department of Women Empowerment established Mahila Suraksha Evam Salah Kendra (MSSK) in each police district in the FY 2010-11. The MSSKs are located inside the Women’s Police Stations that are responsible for an in-depth socio-legal response in cases of violence against women and girls in the district.

Problems

Immediate and long-term physical, sexual, and mental consequences for women and girls have been a problem. There is also a lack of a response mechanism.

Solution

Mahila Sureksha Avam Salah Kendra at all police district were set up. Also, support was provided to women facing violence by assisting them in navigating the Criminal Justice System.

Outcomes

978771 cases have been registered across 40 centers. They are operated through Non-Government Organizations to ensure holistic redressal of grievances. 83% of the cases have been closed after mediation.

Challenges

Getting over the gender bias and social practices in the patriarchal society was a challenging task. The initial limitation of setting up of MSSKs was the geographical outreach. 

Innovation

This project has the unique feature of providing all services including police, legal, medical, counseling etc. at one place. Another innovative practice is that it is being housed in police stations and run by NGOs.

Opportunities

In future, such kendras can be established at 246 CEO circle level to make them more accessible for women and girls.

Summary

The MSSKs are located inside the Women’s Police Stations that are responsible for a coordinated, coherent, and in-depth socio-legal response in cases of violence against women and girls in the district.
