Offering Incentives to MSME Manufacturers

Problem

  • Need to make physical visits to the office for submission of application by entrepreneurs 
  • Difficulty in accessing information about government service delivery
  • Time consumption by annual processing, calculating the admissible amount of incentive and postal correspondence
  • Lack of documentation and absence of integrated databases
  • Lack of monitoring mechanism at the state level 

Solution

  • No visits to offices for application submission or follow up 
  • Generated statistical reports for services and integration of APIs with other departments 
  • Stored forms and uploaded information on the e-portal 
  • Online application status tracking and downloading by the entrepreneurs
  • Managed applications as per the RTPS timeline specified by the MSME Directorate

Challenges

  • Elimination of manual and time-consuming processes and automatic online system 
  • Resolving situations of application processing  with logic and programming
  • Involvement of a 4 tier system in the programming for application, approval and sanction
  • Color coding of timeline helping GM DIC for timely application disposal 
  • MSMEs were not equipped with a digital system

Outcome

  • Swift and correct process at every step through its automation 
  • Eliminating the need for paperwork and the hazardous job of storing excess paper documents 
  • Allowing authenticated individuals to access the portal by User-level authorization management
  • Auto Calculation of subsidies based on different parameters 
  • A significant benefit in the incentive application and disbursement process

Offering Incentives to MSME Manufacturers

Introduction:

Banglashree – The Directorate of Micro, Small and Medium Enterprises, West Bengal, launched a new incentive scheme for MSME manufacturers to attract investments and create a dynamic business ecosystem. 

Problem:

Entrepreneurs had to physically visit the office to submit offline applications before the project’s implementation. Another problem was the time required for annual processing, postal correspondence etc.

Solution:

After the implementation of the project, no visits were required to government offices for application submission or follow-up due to the online scheme. In accordance with the WBRTPS Act, it included storing forms, data etc in a portal to speed up the procedure. 

Outcomes:

Through Automated Processes, the project involved quick and accurate processes at every stage. There was reduced paperwork and the hazardous task of storing many paper records. 

Challenges: 

Eliminating manual and time-consuming processes with an autonomous online system were one of the project’s obstacles. The problem of using logic and programming to solve problems that arose while processing an application was another one. 

Innovation:

The project incorporated cutting-edge features including automation in subsidy calculations, checks, and validations, as well as a provision of an eligibility wizard to make it easier for business owners to know which subsidies they are qualified for. 

Opportunities:

There was potential for replication of the project on a modular basis at another location. In addition to providing online work-flow based interoperable application systems to interact with various services and share information, there were consequences to providing the ever-increasing database system capabilities and performance.

Summary:

This project provided easy access to all information via the portal, making the government’s functions and processes transparent. It has provided the necessary stimulus for the industry’s growth, particularly intending to assist micro, small, and medium enterprises and has developed a strong capacity building and awareness eco-system to meet the needs of the various segments.
