Using Technology to Improve Tourism Experience

Case Study

Offering Incentives to MSME Manufacturers

Introduction:

Banglashree – The Directorate of Micro, Small and Medium Enterprises, West Bengal, launched a new incentive scheme for MSME manufacturers to attract investments and create a dynamic business ecosystem. 

Problem:

Entrepreneurs had to physically visit the office to submit offline applications before the project’s implementation. Another problem was the time required for annual processing, determining the admissible incentive amount, and postal correspondence. Since the process was manual, there was a lack of suitable documentation, an absence of interconnected databases, and an inadequate monitoring system at the state level.

Solution:

After the implementation of the project, no visits were required to government offices for application submission or follow-up due to the online scheme. In accordance with the WBRTPS Act, it included storing forms, data, and scanned documents in a portal to speed up the procedure. There was the generation of statistical reports for services and integration APIs with other departments. The information was uploaded to the e-portal, which the responsible authorities may view at any time. The application was managed in accordance with the RTPS timeframe established by the MSME Directorate.

Outcomes:

Through Automated Processes, the project involved quick and accurate processes at every stage. There was reduced paperwork and the hazardous task of storing many paper records. User-level authorization management permitted authenticated persons to access the site. The subsidies were calculated automatically based on data such as Units Zone, Applicant Gender, and so forth.

Challenges: 

Eliminating manual and time-consuming processes with an autonomous online system were one of the project’s obstacles. The problem of using logic and programming to solve problems that arose while processing an application was another one. It was essential to incorporate a four-tier system into the programming for application, approval, sanction, and state approval. Another concern was that the dynamic dashboard made it possible for business owners to monitor their status without going to the relevant office. The timetable needed to be color coded to assist GM DIC in processing the application on time. 

Innovation:

The project incorporated cutting-edge features including automation in subsidy calculations, checks, and validations, as well as a provision of an eligibility wizard to make it easier for business owners to know which subsidies they are qualified for. Workflow-based applications with assigned roles and functionalities were developed. There was dynamic management of vital information in the Content Management System. The application was managed per the RTPS timeline specified by the MSME Directorate.

Opportunities:

There was potential for replication of the project on a modular basis at another location. In addition to providing online work-flow based interoperable application systems to interact with various services and share information, there were consequences to providing the ever-increasing database system capabilities and performance.

Summary:

This project provided easy access to all information via the portal, making the government’s functions and processes transparent. It has provided the necessary stimulus for the industry’s growth, particularly intending to assist micro, small, and medium enterprises and has developed a strong capacity building and awareness eco-system to meet the needs of the various segments.
