Case Study

Easy Storage and Processing of Documents 

Introduction:

The project “Raj eVault” was initiated to provide a dynamic solution for a digital content repository of citizens and integrate the application with various departments and 3rd party applications for secured access to content.

Problem:

Before deployment, there were issues such as the demand for individual storing of citizen documents by departments. Monitoring efficiency in document handling was required. Another concern was the rising expense of maintaining infrastructure for departmental document management.

Solution:

Raj eVault was created as a central repository system for storing and processing digitally signed documents utilizing ECM-based applications. It entailed organizing documents based on departments and document types. The auto push of licenses and certificates into Citizen Raj eVault accounts was done using Aadhar. 

Outcomes:

The initiative involved the issuance of digital certificates with an Aadhaar-based document push feature in Raj eVault accounts. To save documents in one place, Raj eVault and Jan Aadhaar provision integration were done. About 35 crore departmental papers and 4.75 crore citizen documents have been uploaded.

Challenges:

The development of a digital platform for the processing and storage of citizen records was a challenge encountered in this project. Stakeholder onboarding, training and integration with each department were some issues. Another challenge was managing documents with security and ease of access.

Innovation:

The project’s innovative features include eliminating the government paperwork associated with documents. By managing infrastructure independently and keeping documents in a common repository, expenditures were reduced. With the aid of eSign and eVault, uploaded papers were electronically signed, and citizen documents were quickly authenticated. To transmit the URL of saved documents to the issuing agency, it integrated with DigiLocker.

Opportunities:

There is potential to design and create a new Raj eVault system with improved functionality. In the future, upgrading the IBM Case Foundation Stack to the most recent version can be done along with the purchase of IBM Case Foundation licenses.

Summary:

This initiative is working towards achieving the vision of digitization for the state government. Evault is always in operation and helpful for the State as it satisfies all requirements for the targeted area.
