Case Study

Decreasing the Frequency of Street Crimes 

Problems 

  • Issue of frequent occurrences of a rampant street crime of snatching and robbery
  • Reactivation of criminals out on bail due to lack of alternative sources of income

Solutions

  • Creation of unique ‘spotting cues’ gathered from a database of caught criminals to identify them.
  • Facilitated CCTVs with control room and field Hawkeye teams to track criminals’ escape routes

Outcomes 

  • 704 criminals have been arrested with 652 items/case properties in 7 months 
  • Decrease in street crime by 45% and increase in case solving percentage by 92% 
  • Successful rehabilitation of 36 criminals through counseling

Challenges 

  • Implementing preventive crime strategy with minimum force 
  • Intercepting criminals equipped with high speed and quick acceleration motorcycles 

 Innovation

  • Placing policemen without uniforms proficient in ‘spotting cues’
  • Synchronization of CCTV and snatching location
  • Usage of ‘Preventive Detection Policing Principal’

  • Usage of Artificial Intelligence to detect criminal’s faces and license plates of vehicles 
  • Detection of exit points from the area and spotting their presence using AI

The primary goal of the Delhi Police’s ‘Hawk Eye’ program was to decrease street crime, mainly snatching and robbery in accordance with the ‘Preventive policing principle’.
