Problem
- Lack of awareness about entrepreneurship as a livelihood option.
- Unavailability of start-up/expansion funds and lack of forward and backward market linkage.
- Disaggregated entrepreneurship Value Chain due to the unorganized nature of the sector.
- Lack of domain skills and basic entrepreneurship skills.
- Changing the mindset of the beneficiaries and nurturing entrepreneurial skills among them.
Solution
- Conducting entrepreneurship awareness camps across Gujarat to create awareness among artisans.
- Need assessment of the enrolled beneficiaries and linking them with existing government schemes.
- End-to-end solution right from raw material procurement to product packaging and branding.
- Creation of a digital platform for consolidating all stakeholders and tracking the entire value chain of entrepreneurs.
- Upskilled beneficiaries through different pieces of training.
Outcomes
- The project has sensitized more than 28000 beneficiaries for entrepreneurship.
- 14000 out of a total of 28000 beneficiaries have been enrolled in the project.
- Over 3700 beneficiaries have been linked with various government schemes and INR 2.5 Cr.
- Beneficiaries have generated sales of more than INR 25 Cr.
- As of now, more than 2100 new enterprises have been registered.

Hastkala Setu Yojana
Summary
Hastkala Setu is Gujarat’s window to the world that is well stocked with authentic handloom and handicrafts, hand-picked selection, design development, impeccable quality, careful variety stamped with ethnicity and offers a wide range to choose from. Showcasing creations of craftsmen, weavers, etc., each product is distinct and from Gujarat.
Problems
There was a lack of awareness about entrepreneurship as a livelihood option. Also, there was unavailability of start-up/expansion funds and a lack of forward and backward market linkage.
Solutions
Entrepreneurship awareness camps were organised across Gujarat to create awareness among artisans. A need assessment of the enrolled beneficiaries was done and then these were linked with existing government schemes.
Outcomes
The project has sensitized more than 28000 beneficiaries for entrepreneurship. 14000 out of a total of 28000 beneficiaries have been enrolled in the project.
Challenges
On-ground implementation during Covid lockdowns posed a challenge. Also, changing the mindset of the beneficiaries and nurturing entrepreneurial skills among them was tough.
Innovation
Creation of a digital platform for consolidating all stakeholders and tracking the entire value chain of entrepreneurs. Likewise, creating a pool of 100 plus mentors across the state to provide handholding support to the beneficiaries.
Opportunities
Plans are to create and promote group enterprises like SHGs, Clusters, and Cooperatives. Plans are also to facilitate the process of Geographical Indication (GI) tagging of 5 crafts.
