Direct international flights from BBI to DXB/BKK/SIN

Introduction 

Bhubaneswar State Government implemented direct international flights between Bhubaneswar, India, and Dubai, Singapore, and Bangkok to contribute to the city’s economic growth and tourism sector.

Problems

Bhubaneswar had limited international connectivity, with only a few direct flights to other countries which made it difficult and expensive for tourists and businesses to travel to and from Bhubaneswar. As a result, the tourism, trade, and commerce sectors in Odisha were not performing to their full potential.

Solutions

Recognising the potential demand, the airlines introduced direct routes connecting Bhubaneswar with Dubai, Singapore, and Bangkok. The airport underwent infrastructure upgrades and expansion to accommodate international flights, including customs and immigration facilities. The Commerce & Transport Department invited a “Request for Quotation” from reputed international airlines based on a model where Govt. of Odisha bears the “entire operational cost of the flights and in lieu, the revenue generated from the flight ticket will be retained by the State Government. The flights are strategically scheduled to meet the needs of both leisure and business travellers, and marketing efforts were employed to raise awareness about these new routes. Government authorities also played a pivotal role in facilitating the necessary regulatory approvals and ensuring a smooth transition for passengers travelling to and from these international destinations. 

Outcomes

The affordable rates and convenience of direct connections have made these flights accessible to a wide range of people, including those from various income brackets, benefiting the state’s tourism, trade, and commerce sectors. The flights are also being used by students who travel to Dubai, Singapore, and Bangkok for higher education, by medical patients who travel to Dubai, Singapore, and Bangkok for specialised treatment, by athletes who travel to Dubai, Singapore, and Bangkok to compete in international events and made it easier for people in Odisha to connect with the world and to benefit from the opportunities that globalisation. offers.

Challenges

Determining the actual demand for these routes and securing commitments from airlines to operate these routes is a critical challenge.  There was a significant need for upgrades to meet international standards, including customs and immigration facilities, baggage handling, and passenger amenities, while tracking funding can be time-consuming and costly.

Innovation

It’s a first-of-a-kind initiative by the state govt of India sponsoring direct international flights between Bhubaneswar and Dubai/Singapore/Bangkok to establish global connectivity, which would garner economic growth through the promotion of tourism, trade and commerce.

Opportunities

The department plans to identify key international hubs that are in proximity to the region, tailor flight routes to cater to the diverse needs of different passenger segments, leverage existing infrastructure and foster partnerships between airlines, airport authorities, and government agencies. Under the “Viability Gap Funding” scheme, the Odisha government is hopeful of doubling its foreign tourist arrivals in the state by 2025 from its pre-pandemic levels.
