Mutations and Title Deed cum PPB Revenue Services
Problem
- The issue in workflow design for services and compliances verification for revenue services based on the GOs
- Need for framing the Service Level Agreement for the Department Officials to render and dispose of Services to citizens.
- The rejection rate is high in the manual process and pattadar name updation is manually done in revenue records.
- Processing and disposal of request rate increased beyond the service level agreement.
- Delay in printing and delivery of passbooks to citizens and rejection of requests due to insufficient documents.
Solutions
- GSWS offers an online platform for citizens to apply for land mutation.
- Implemented Sub-SLA (Service Level Agreement) wise monitoring to ensure efficient processing of applications.
- SMS alerts are sent to applicants on the status of their applications.
- Applicants no longer need to carry their registered documents to GSWS, as they are systematically fetched from the CARD database.
- All rejected applications undergo scrutiny by the divisional officers to improve the quality of the service.
Outcomes
- Genuine Registration Document can be fetched automatically against the Revenue Record Updation.
- The time for processing Revenue Services with the departmental verification and approval process has been optimised.
- Citizens may apply for mutations anywhere from Andhra Pradesh for their land in any district in Andhra Pradesh.
- There is no need for multiple visits to concerned offices as the intimations, status tracking for updates made online, and implementing SMS alerts to citizens.
- As a result of these enhancements, the rejection percentage in mutation cases has been reduced from around 35% to 12%, marking a significant improvement.
Challenges
- Measuring and analysing ‘compliance gaps’ for each Revenue Service is a crucial and powerful step to address non-compliance.
- Integration of APIs with Line Departments, i.e., GSWS, registration, revenue, and postal departments, for easy processing of requests.
- Situational analysis on practical arenas to identify the difficulties and situations that arise when performing registrations followed by mutations.
- Persistent power cuts, especially during the summer, lead to servers non-functioning, desktop problems, internet connectivity issues, and other problems.
- Maintaining the information of citizens confidential by necessary security checks.

MUTATIONS AND TITLE DEED CUM PATTADAR PASSBOOK
Sri Ranganayakulu S/o Rangaiah, residing in Thernannapalli Village of Tadipatrimandal Mandal, had been cultivating agricultural lands that were originally possessed by his late father, who passed away in 2009. However, there were no documented proof of ownership after his father’s death, leading to a lack of proper revenue records. As a result, Sri Ranganayakulu was unable to benefit from social welfare schemes, causing mental and financial stress for him and economic insecurity for his family.
To complicate matters further, other family members contested the authenticity of the registered will document through which the land was transferred to Sri Ranganayakulu. They claimed it was fake and forged, creating additional challenges for him.
Fortunately, the introduction of a mutation service offered a ray of hope for Sri Ranganayakulu. Despite facing false allegations from his relatives, he decided to apply for mutation. The mutation module was integrated with the database of the registration department, allowing the system to verify the authenticity of the registered will document by cross-checking the party details entered in the document with the records authenticated by the sub-registrar at the time of registration.
Upon the successful completion of the mutation process, a Pattadar passbook was issued in the name of Sri Ranganayakulu and promptly delivered to his residence.
This passbook served as concrete proof of his rights over the lands he was cultivating. It brought a sense of security, ensuring that he and his family could now access all the welfare and financial assistance schemes provided by the government.
By having proper records of land ownership and the associated benefits, Sri Ranganayakulu’s life took a positive turn. He is considered eligible for various assistance programs of govt, which not only improved his financial stability but also offered a sense of assurance for the future.
This case study highlights the transformative power of mutation services in securing land rights, overcoming false allegations, and enabling individuals to avail themselves of government schemes, wherever eligible ,improving their lives and livelihoods.
