Preparing Need-Based and implementable GIS-Based Development Plans
Problem
- Development plans were prepared on paper, which made it difficult to collect/analyse the data.
- Limited public participation was due to the limited reach of the publication.
- Reservations in the Development plan were proposed by the town planning officer considering the town’s characteristics.
- One planning standard for all types and scales of the town was applied to arrive at the planning proposals.

- The development plans are prepared on Geographical Information System.
- Development plans are made as per Central Govt.’s AMRUT Guidelines.
- The towns’ needs and their stakeholders are considered while framing the planning proposals.
- Town-specific norms or standards are evolved as per the SWOT analysis.
- Standard Operating Procedure for preparation of development plans and verification of plans is prepared

- The absence of Georeferencing in the development plans limited the plans to being stand-alone hard copies.

- Spatial maps have attribute data, which enables location-based analysis, speedy and accurate planning.

- Town-specific norms evolved as per the SWOT analysis of the town ensured development plan reflected the needs and expectations of the town.
- Standard Operating procedure ensured timely completion and transparent verification.
- The stakeholder’s perspective was observed during the discussion.

Preparing Need-Based and implementable GIS-Based Development Plans
Introduction
The newly formed Municipal Councils and Nagar Panchayats are mandated by the Maharashtra Regional and Town Planning Act, 1966, to prepare development plans within 3 years of their formation. The conventional method of plan preparation is done in 3.5 years and with conventional methods.
Problems
Development plans were prepared on paper, which made it difficult to collect/analyse the data. Also, due to the limited reach of publication, there was limited public participation.
Solutions
The development plans are prepared on Geographical Information System. Development plans are made as per Central Govt.’s AMRUT Guidelines.
Outcomes
Spatial maps have attribute data, which enables location-based analysis, speedy and accurate planning. Stakeholder meetings conducted at the local level ensured public participation, an inclusive approach, and transparency.
Challenges
Persuading people to interact with planning authority was indeed a challenge. The absence of Georeferencing in the development plans limited the plans to being stand-alone hard copies.
Innovation
Using GIS in plan preparation created spatial plans with attributes attached to them, making plans accurate and effective. The GIS layers were used for a decision support system based on the queries performed in GIS.
Opportunities
As per the Govt. directives, all future plans will be prepared on the GIS platform using the layers described in the said project. The implementation mechanism followed for public participation will be used from now on for the preparation of each and every development plan.
Summary
The project involved the preparation of 106 Development Plans in 2 years at the same time, in GIS format and with actual stakeholders’ participation. The project ensured standard Map making and verification process by making Standard Operating procedures for plan preparation in the state, which was done for the first time in the country.
