Cash Kendra – The Sikkim State Co-operative Bank Ltd

CASH KENDRA
Problem
- Financial exclusion: 70% of rural Sikkim lacked banking access due to geographical and logistical challenges.
- Sparse distribution of bank branches made access to formal banking extremely limited in remote villages.
- Digital illiteracy and a cash-dominant economy slowed down adoption of tech-based financial services.
- Villagers were dependent on high-interest informal lenders, increasing financial vulnerability.
- Delays in accessing pensions and MGNREGA wages due to manual processes and travel dependency.
Solution
- Introduced Cash Kendras—tech-enabled banking outlets co-located at village cooperative societies.
- Equipped centers with biometric handheld devices supporting real-time deposits, withdrawals, and Aadhaar-based services.
- Conducted 1,000+ literacy campaigns using street plays and community sessions to build digital trust.
- Enabled secure UPI and card-based transactions in rural areas to ease transition from cash.
- Established partnerships with milk societies and schools to extend outreach.
Outcomes
- Established 109 operational Cash Kendras, reaching thousands in remote locations.
- Over ₹13 crore transacted through 30,000+ digital transactions.
- Disbursed 1,200+ Kisan Credit Card loans, reducing informal borrowing by 50%.
- Boosted savings account penetration, especially among women and school children.
- Achieved 100% digitization of pension and wage disbursal in covered villages.
