Problem
• Absence of structured, comprehensive mental-health governance aligned with MHCA-2017 requirements.
• No statewide child–adolescent mental-health baseline data to guide policies or interventions.
• Limited capacity among district and block health teams to identify, record, and report mental-health indicators.
• Lack of standardised tools for screening, referral, and service-level reporting.
• Fragmented coordination between State, districts, and field-level service providers.
Solution
Released Uttarakhand’s first Landmark Mental-Health Survey Report to establish a statewide evidence baseline.
• Created a governance structure aligned with MHCA-2017 including reporting formats and service-level indicators.
• Conducted district-wise orientation, training, and sensitisation for health teams on mental-health service delivery.
• Implemented standardised reporting tools across levels for uniform monitoring and monthly review.
• Established communication channels and follow-up mechanisms between nodal officers and district teams.
Outcomes
• First-ever statewide child–adolescent mental-health data became available for planning and decision-making.
• Districts improved compliance with reporting norms under MHCA-2017.
• Enhanced field-level ability to identify mental-health issues and escalate cases.
• Monthly reviews enabled continuous monitoring of mental-health indicators.
• Strengthened alignment of district processes with state-level governance requirements.
