Project Summary

The Post Tsunami Sustainable Livelihoods Programme is being implemented in 238 village panchayats of 12 coastal districts covering more than 10 lakh population.

The project envisages building self-reliant coastal communities and enabling them to manage their livelihoods in a sustainable manner. This would be achieved by developing viable enterprises with skill up-gradation and adequate credit support for livelihood activities, risk mitigation through appropriate modified risk transfer instruments, developing better coastal resource management systems with community participation and establishing appropriate community institutions for the long term sustainability.

The programme establishes grassroots community based institutions. These grassroot community based institutions are then federated at village, district, and regional levels. And activity based sub sectors are established for providing continuous handholding support in the long run. These apex organisations are playing pivotal role in improving the livelihood of coastal community and facilitating the sectoral needs of the target households.

The volunteers identified from community based organisations (CBOs) are trained to create awareness on COVID19 and preventive mechanism among the members of the CBOs. The CBOs have supported the Panchayat Raj Institutions (PRIs) in implementing COVID19 response programme at field level by providing KAPASURA KUDINEER (herbal drinks) and Face Mask and demonstrating effective hand wash method and utilising sanitiser.

Utilising the services of these organisations and partnership of banks, PTSLP has supported the target households to encounter the COVID19 pandemic. The COVID19 situation affected the rural artisans, micro entrepreneurs, income generation activities, small scale fishers and small and marginal farmers in the form of disrupted cash-flow, disturbed supply chain, transportation and marketing. PTSLP has encountered these issues and facilitated the access to credit (COVID SAHAYA LOANS) with the support of banks to the micro entrepreneurs, income generation activities, small scale fishers and small and marginal farmers to meet the needs of productive purpose.

Apart from the above credit facilities the apex organisations of grass root institutions supported the members with vulnerability reduction fund (VRF) loan to meet the household needs. The disruption arose due to transportation and market shutdown, PTSLP intervened with supply of ice boxes to minimise the spoilage of fish produced by fishers and ensured the supply of protein to the rural masses and stabilised the price of fish.

The project has developed suitable institutional mechanisms for the target households based on their involvement in livelihood activities and mobilised them into SHGs, JLGs, PPGs and FMSs. The SHGs are federated at village panchayat level, the SHG federation mobilised JLGs from the SHG members with the support of PTSLP for enterprise promotion, the PPGs are federated into activity based federation and apex level organisation of FMSs at district level / regional level also set up for providing continuous handholding support to the members.

These organisations are well defined to cater to the needs of the members. Now these federations are playing an important role to subside the impact of COVID19 in the lives of coastal communities.

The different community based institutions and their roles are very unique and self-reliant in post project scenario. The PLFs are managing the SHGs and facilitating micro credit, micro insurance, enterprise financing, vulnerability reduction fund, income generation activity fund and PLF loan fund. Apart from these financial services the PLFs are involved in other development activities also. The project has established 5 new activity based federations for Moringa, traditional paddy and millet, Jasmine, mango, medicinal plants, vegetable production and dairy PPGs. The federations are involved in facilitating backward and forward linkages for the produce of members. The producer collective FMSs (Fish Marketing Society) act as a aggregating centre of the small scale.

Outcomes

  • Community Based Organisations: The programme has established more than 12,500 grass-root community based institution like self-help groups(SHGs), Joint Liability Groups (JLGs), Primary Producer Groups (PPGs) and fish marketing societies (FMSs) for empowering the poor and vulnerable coastal dwellers. PTSLP promoted CBOs assisted the PRIs in distribution of preventive Indian medicine distribution to the households to boost the immunity during COVID-19. PTSLP promoted CBOs conducted demonstration at habitation/street level on hand wash and wearing of mask. To fulfil the household needs of SHG members PTSLP initiated processing of COVID Relief Loan to the project SHGs. The PTSLP has covered 2,21,587 households, among these households the project has covered 80% of the households during COVID-19. IGA trainees commenced the production of masks and distributed to the project households. The IGA fund set up at CBOs also utilised by the project households for setting up of individual micro enterprise and Income generation activity and the CBOs disbursed Rs 330.95 lakh production loan to 2,064 households.
  • Sahaya Loan: Around Rs 25 crore COVID Relief Loan has been provided to 12,435 project households in partnership with banks to meet household business needs.
  • Vulnerability Reduction Fund: Around Rs 3 crore disbursed to 4,192 households.
  • Ice Boxes to Fish Vendors: 100 litre ice boxes to 5,407 Fish vendors and 100/220 litre iceboxes to 2,355 fishers for stabilising the prices.

During covid.19 pandemic Telangana Government especially Telangana Police has did a commandable job in educating, helping covid warriors in a big way and shown the ray of hope and built confidence in all sects of people. Did several activities in fore front as warriors and become a role model to all.
