Solar Irrigation Facility
Problem
- Many farmers don’t have any source of power for irrigating their farms.
- Farmers can’t afford the cost of a solar Ag pump.
- The maintenance was not monitored after the installation of the pump.
- Manual verification of the installation was time-consuming.
- The beneficiary himself was not able to select the pump type/company.
Solution
- Created an online portal where beneficiaries can fill out the application remotely.
- Provided off-grid solar pumps to the individual farmers which provide facilities for daytime functioning.
- Facilitated 90% financial assistance from state and central government.
- Inserted controller & sim card in pump system to collect all data.
- Verification of installed pump through online and geotagging photograph system.
Outcomes
- Facilitated free and non-conventional sources of energy for irrigation purposes @95% subsidy.
- Facilitated better ways to irrigate the farm, which facilitates good fertility practices.
- Beneficiaries can raise complaints online for maintenance/complaints of pumps.
- Timely Service is provided to the farmers, who could choose their pump make and company as per their liking.
- Poor and small farmers could also irrigate the fields despite financial constraints.

Solar Irrigation Facility
Introduction
Under the PM KUSUM scheme, a transparent and efficient online mechanism is developed which helps the farmer to apply online for the off-grid solar pump.
Problems
The farmers were using diesel pumps during the day time resulting in pollution. The cost of a solar pump is high, so they were not able to afford it.
Solutions
GoI introduced the PM-KUSUM Component B scheme to provide off-grid solar pumps to individual farmers with 90% financial assistance from State and Central Govt. The beneficiary portal is created for filling out online applications, making online payments, company selection, and raising complaints regarding the solar pump after the complete installation.
Outcomes
The farmers are getting a free and non-conventional source of energy for irrigation purposes @95% subsidy. A better way to irrigate the farm during day time is available for farmers at zero energy bills. This helped the farmers to increase their income and improve their lifestyles.
Challenges
In the no-network zone, farmers used to face problems in all processes. Also, it was difficult to reach and convey the information to the beneficiaries in remote areas.
Innovation
A vendor portal is created for submitting the joint survey report progress of the installation process of the solar pump. The DGM portal is created to check & review applications, documents, payment status, and installation status of the solar pumps. The Remote monitoring system (RMS) provides real time data.
Opportunities
The same portal is proposed to be replicated on the district level, so they can operate and submit the progress report to the State level office. The department plans to install 1.00 Lakh pumps per year.
Summary
GoI introduced the PM-KUSUM scheme to provide off-grid solar pumps to individual farmers. The open category farmer has to bear 10% and SC/ST farmers have to bear only 5% beneficiary share.
