Child Labour Tracking System (CLTS)
Problem
- According to the Census of 2001, Bihar accounts for 8.9% of the child labor in India in the age group of 5 to 14 years.
- The phenomena of child labor, including working children, are quintessential outcomes of poverty, illiteracy, etc.
- Lack of convergence of the various schemes.
- Availability of insufficient data.
- Lack of record keeping and minimal tracking and monitoring framework.
Solution
- CLTS integrated with Child Protection Management Information System (CPMIS) platform to provide a robust framework.
- An amicable process to register the details of the rescued child labor.
- Labour Resources Department has prescribed a robust and exhaustive mechanism for monitoring the CLTS ecosystem.
- An ICT-based platform is used to monitor/track the rescued child laborer’s rescue and rehabilitation.
- Facilitation linking rescued child laborers and their families to existing social protection schemes and services.
Challenges
- Limited technical capacity of the staff handling the CLTS portal in the 1st phase.
- Non-adherence to the legislative framework, incorrect data entry and noncompliance with to the stipulated timeline for data entry in the CLTS portal.
- Limited convergence of departmental effort and social security schemes.
- Absence of tracking of interstate trafficking of child labor.
- The limited scope of systematic monitoring of rehabilitation packages.
Outcomes
- The Child Labour Tracking System (CLTS) bridges rescue to rehabilitate child laborers.
- 4 departments have integrated their efforts under the CLTS system to track and ensure a seamless rescue transition to the rehabilitation journey.
- The ecosystem has focused on the demands of rescued children – more schools with all facilities, residential schools, etc.
- Total Children Registered:7663, Children Rescued Outside State:2820, Children Rescued Within State:4843.
- Readily available data of rescued child and adolescent labor since 1st April 2014.

The CLTS is innovative and unique as it bridges rescue to rehabilitate child laborers. The collaborated efforts of several Line Departments have focused on the prominent demands of rescued children, such as more schools with all facilities, residential schools for such children, etc.

Innovation
The digital intervention brought in as 1st of its kind in the country uniquely captures the data of the rescued child labor. Standardization across various aspects/processes is addressed by creating an integrated portal.
Opportunities
Strengthening and building the capacity of Panchayats, Blocks, Districts, and State level Task forces. The CLTS will be regularly enhanced to generate alerts for different users to ensure the timely redressal of issues.
Summary
The CLTS has been envisaged with the vision to make Bihar child labor free by preventing the incidents of child labor, and providing socio-economic, legal, education, and health services to the affected.
