Implementation of Atal Bhujal Yojana in Haryana
Problem
- Over-Exploitation of Groundwater in identified 1647 Gram Panchayats due to excessive extraction for agriculture.
- Pervasive lack of awareness among farmers and rural communities regarding the alarming depletion of groundwater.
- Limited adoption and familiarity with new technologies, methods, and interventions for agriculture.
- Addressing the entrenched mindset, social behavior, and community responsibility concerning the over-extraction of groundwater.
- Resistance in adoption of new technologies/methods of agriculture.
Solution
- Introducing a range of demand and supply side interventions such as Micro-Irrigation Systems, etc.
- Engaging in mass awareness campaigns through Information, Education, and Communication (IEC) activities.
- Deploying advanced monitoring instruments that enables real-time monitoring of groundwater levels and quality.
- Designing and delivering tailored training programs to enhance stakeholders’ knowledge and skills in groundwater management, etc.
- Constructing artificial recharge structures and rejuvenating ponds, thereby mitigating water scarcity during dry spells.
Outcomes
- Communities within the 1647 Gram Panchayats took the initiative to spearhead the development of their respective Gram Panchayat Water Security Plans.
- Implementation of ABY fostered a sense of ownership and commitment towards sustainable groundwater management.
- Capacity enhancement initiatives under ABY have strengthened evidence-based decision-making and policy formulation.
- Enhanced sustainability and resilience of groundwater resources in Haryana due to the adoption of improved groundwater management.
- Involvement of women in community mobilization, data collection and community participation in preparation etc.
