Implementation of Atal Bhujal Yojana in Haryana

Problem

  • Over-Exploitation of Groundwater in identified 1647 Gram Panchayats due to excessive extraction for agriculture.
  • Pervasive lack of awareness among farmers and rural communities regarding the alarming depletion of groundwater.
  • Limited adoption and familiarity with new technologies, methods, and interventions for agriculture.
  • Addressing the entrenched mindset, social behavior, and community responsibility concerning the over-extraction of groundwater.
  • Resistance in adoption of new technologies/methods of agriculture.

Solution

  • Introducing a range of demand and supply side interventions such as Micro-Irrigation Systems, etc.
  • Engaging in mass awareness campaigns through Information, Education, and Communication (IEC) activities.
  • Deploying advanced monitoring instruments that enables real-time monitoring of groundwater levels and quality.
  • Designing and delivering tailored training programs to enhance stakeholders’ knowledge and skills in groundwater management, etc.
  • Constructing artificial recharge structures and rejuvenating ponds, thereby mitigating water scarcity during dry spells.

Outcomes

  • Communities within the 1647 Gram Panchayats took the initiative to spearhead the development of their respective Gram Panchayat Water Security Plans. 
  • Implementation of ABY fostered a sense of ownership and commitment towards sustainable groundwater management.
  • Capacity enhancement initiatives under ABY have strengthened evidence-based decision-making and policy formulation.
  • Enhanced sustainability and resilience of groundwater resources in Haryana due to the adoption of improved groundwater management.
  • Involvement of women in community mobilization, data collection and community participation in preparation etc.
