Developing Flood Forecast and Early Warning System
Introduction:
An end-to-end real-time reservoir operations and flood forecasting system for Periyar and Chalakkdy basins was introduced in the State of Kerala which helps mitigate the risk of flood by providing forecast inflows in the basins.
Problems:
There was a lack of a sophisticated tool to predict extreme weather events. Also, the real-time hydrometeorological networks were insufficient.
Solutions:
Strengthening real-time hydrometeorological network and devising evacuation strategies in a disaster through real-time inflow forecasts available at the sufficient lead. Likewise, using an automated system linking weather forecasts, real-time gauge and rainfall data, river catchment, etc.
Outcomes:
Web-based warning system with customized GIS tools for real-time dissemination of forecasts, inundation maps, etc. was developed. Also, a Mobile App was developed to access flood warnings and provide feedback on actual floods in a map-based view.
Challenges:
There was a lack of data availability. Also, maintaining coordination among stakeholder departments posed a challenge.
Innovation:
One of the most innovative aspects of the project was the automation of the entire modeling framework ensuring automatic download from national and global sources. Also, customized GIS tools were used for real-time dissemination of forecast and inundation maps.
Opportunities:
Scaling up the Flood Forecasting System to other flood-affected basins of the State.
Summary
Periyar FFEWS comprises a comprehensive model/ suite of models for real-time flood forecasting (level/inflow/inundation maps) using hydro-meteorological data, meteorological forecasts and other data; with the desired accuracy. The Hydrologic cum Hydraulic modeling framework translates the rainfall forecasts from multiple sources into the response of the basin and generates Flood hydrographs and corresponding inundation at various control locations identified across the basin.
