Abandoned Rescue Drive
Problem
- Presence of abandoned persons, including the mentally ill, in the city.
- Rescued persons often get separated from their families.
- Need for counseling support for women victims and shelter inmates in distress.
- Many unclaimed dead bodies were found.
- Need for dignified last rites of unclaimed bodies.
Solution
- Liaised with hospitals and government departments to provide medical treatment and shelter
- Collaboration with NGOs to reach helpless people during emergency
- Providing skill development training to the rescued for their self-employment and rehabilitation
- Monitoring the rescue operations through a 24×7 control room with an exclusive WhatsApp number
- Providing medical assistance through ambulance and food to the needy through food on wheels
Outcomes
- 3655 homeless uncared abandoned citizens were rescued
- 303 North Indian and 90 South Indian origins were sent back for reunion.
- 2806 persons have been sent to shelter homes with the provision of requisite counseling.
- 444 persons have been reunited with their families
- 651 unclaimed dead bodies were buried with the help of volunteers by performing the last rites
Challenges
- Lack of coordination with the NGOs
- Rescued people are unhappy during their stay at home and request release and free movement.
- Difficulty in identifying the mental illness of the rescued persons
- Resistance posed by the abandoned persons during the rescue operations
- Non-acceptance of the rescued mentally ill persons by the family members

Abandoned Rescue Drive
Introduction
“Kaaval Karangal” is an initiative of Greater Chennai Police to rescue and care for uncared/homeless citizens and shelter them in homes after proper medical care.
Problems
There were a lot of abandoned persons in the city including mentally ill people who got separated from their families. Also, many unclaimed dead bodies were found and there was no one to perform their dignified last rites.
Solutions
The destitute/uncared/mentally unsound persons are identified and rescued either by the NGO, the public or by the police personnel and provided proper medical care if required. They are lodged in government or private homes for further care and protection. Rehabilitation and skill development training for self-employment is provided to the rescued.
Outcomes
In this drive, so far 3085 homeless uncared people have been rescued and among them, 2417 persons have been sent to shelter homes, 326 persons have been reunited with their families and 300 persons have been admitted to mental health hospitals.
Challenges
There was a delay in getting a police memo from the police stations in Chennai city which is the prerequisite for getting admission of the rescued to any home or hospital. NGOs also faced difficulties in patient admission along with in-vehicle support. There was a lack of coordination with the NGOs.
Innovation
An SOP for the rescue operations was developed which was circulated to all the Police stations. A unique dress code and ID proof have been supplied to the volunteers to avoid inconveniences caused by the public and an exclusive website/ social media handle has been created for Kaval Karangal.
Opportunities
The department plans on extending this programme to all other cities and districts in Tamil Nadu converting it to a trust and receiving funds through sponsors to improve facilities for the programme.

Kaaval Karangal Mission is to “Respect Human” and “Serve the Humanity.”The department is committed to providing medical care, shelter, and counseling to abandoned persons and ultimately reuniting them with their family members.
