Girl Friendly Gram Panchayat (GFGP)
Problem
- Harmful practices, discrimination and violence against women and girls..
- Practice of child marriage
- High rate of girls drop out from education
- Lack of skill development among girls
- Absence of separate functional toilets in schools
Solution
- Constituted a community level action group at the gram Panchayat level
- Oriented and trained the community action group and provided handholding support to address problems.
- Organized activities to change the mind-set of people towards girls.
- Installed complaint boxes in schools and developed a MIS system on DWE schemes.
- Conducted regular fortnightly meetings by core to develop girl friendly gram Panchayats
Outcomes
- Around 250 girls linked to school and 90 girls linked to different government schemes.
- Ensured visibility of helpline numbers which increased IEC related to women and girls’ issues/schemes
- No child marriage has been solemnized in these Panchayats in past 3 years.
- The ANC registration in 1st trimester has been increased from 73 to 91 %
- The immunization of girls has been increased from 80 to 90 %

Girl Friendly Gram Panchayat (GFGP)
Introduction
The Directorate of Women empowerment (DWE), in collaboration with UNFPA, drafted a Concept on ‘Girl Friendly Gram Panchayat (GFGP)’ as an initiative under the Beti Bachao Beti Padhao scheme.
Problems
There is a prevalence of various harmful practices such as gender biased sex selective elimination, child marriage etc.. Many initiatives are being undertaken in different pockets by different stakeholders but it is critical to bring synergies among these stakeholders at the grassroot level to transform these regressive social norms and reach the furthest behind
Solutions
For developing panchayats into Girl Friendly Gram Panchayats (GFGP), a mechanism- community action group was developed at the community level. The department integrated GFGP action plan with Gram Panchayat Development Plan, Government flagship programmes like Beti Bachao Beti Padhao, Scheme for Adolescent Girls supports in leveraging as well as allocation of resources for engendering the panchayats to enhance the value of girls and women.
Outcomes
The ANC registration in the 1st trimester has been increased from 73 to 91 %. The immunization of girls has been increased from 80 to 90 %. Around 250 girls linked to school and 90 girls linked to different government schemes from these panchayats
Challenges
Convergence among different departments to work on GFGP mandates was challenging. The understanding and sensitivity of stakeholders at state, sub state as well as panchayat level was an issue, which needed lots of efforts on capacity building.
Innovation
The development of institutions/mechanisms at gram panchayat level for implementing activities for girls and women development is an innovative step.
Opportunities
The department plans to scale up intervention in 2 panchayats per district. Detailed guidelines and activities for FY 2022-23 have been issued to the districts
Summary
The community action group has been developed with continuous advocacy and capacity building efforts at the State, sub-state as well as grassroot level. Mainly the action plan focuses on health, education, skill development and safety of girls and women. It also includes a component of changing the attitude and mind-set of people towards girls and women.
