Eliminating In-city Open Defecation
Problem
- The practice of defecating in open spaces affects the human health
- Lack of management of the dry and wet waste littering in open spaces
- Risk of health and social issues due to manual scavenging

- Need for bringing behavioral changes among people toward sanitation
Solution
- Built toilets, trained facilitators and motivated people to use the toilets
- Minimized waste and implemented recycling methods, effective segregation and collection,
- Desilting of water bodies to avoid stagnation overflows and foul smells
- Stopped scavenging and equipped sanitation workers with safety tools to reduce the risk of illness
- Removal of unauthorized hoarding through mass movements
Challenges
- Lethargy in people’s attitudes during the initial phase
- Planning the project along with getting the desired output
- Effective planning and execution of the project
- Difficulty in managing fecal sludge as tanks and single pits fill up
- Lack of access to regular wages and employment opportunities for the sanitation workforce
Outcomes
- Eradicated open defecation in ULB jurisdictions and achieved open defecation-free status
- Daily waste collection and disposal made the city garbage-free
- Made the personal and family health safe of sanitation workers
- Usage of modern machinery and PPE kits
- Removed unauthorized hoardings and converted walls to selfie points and informative caricature

Eliminating In-city Open Defecation
Introduction:
The Directorate of Municipal Administration launched the Swachh Bharat initiative as a passionate effort to make Tamil Nadu a clean and garbage-free state with a primary focus on eliminating open defecation.
Problem:
Defecation in public places was becoming more common before the initiative. Detrimental impacts were brought on by improper treatment of the dry and wet garbage. The risky nature of manual scavenging posed health and societal consequences. Illegal hoardings and banners obstructing vehicles and road users’ views defaced the city.
Solution:
The initiative included the construction of toilets, training facilitators, and addressing cultural and behavioral tendencies of toilet usage. Recycling techniques were used, together with efficient sorting and collection. Water bodies were desilted to prevent subsequent stagnation and overflows. Scavenging was restricted and unauthorized hoarding removals from all key intersections were carried out.
Outcomes:
The project resulted in the elimination of open defecation in the ULB jurisdictions, which achieved the status of being open defecation free. Waste was collected and disposed of every day, and workers’ personal and family health was protected, and modern equipment and PPE kits were used. The walls were converted to selfie points and informative caricature.
Challenges:
Lethargy in people’s attitudes during the project’s early stages was one of its obstacles. It was challenging to design and carry out the project properly to achieve the required results. As tanks and individual pits filled, fecal sludge management became challenging.
Innovation:
With the aid of the high school and college students, the project’s innovative elements included cleaning and beautifying areas to serve as selfie points. Street plays were performed in neighborhoods, colleges, and schools to raise awareness. Programs like Toycathon and Swachhta Ke Do Rang etc were carried out with the public.
Opportunities:
The project includes the potential to make the entire state garbage-free and to achieve a 3-star rating on cleanliness status.
Summary:
Through this mass drive, Tamilnadu became an Open Defecation Free State accredited by MoHUA. The drive’s objective was achieved by creating awareness and bringing behavioral changes among people toward sanitation.
