Online Approval of Building Plan
Introduction
Tamil Nadu Combined development & Building Rules aims to achieve end-to-end online building applications to cut down manual processing.
Problems
Earlier, seeking license grants was a tedious task as it involved third-party intervention in the approval process. There was a need for a transparent approval process and fee structures without manual intervention of file submission and any middlemen.
Solutions
The department implemented an integrated common solution in all ULBs across the state with a specified timeline for every officer to process the application with strict monitoring. This is an end-to-end online system with online submission of documents. The demand notice can be received online through an online payment. They also implemented a dynamic dashboard for micro-level monitoring.
Outcomes
Now, citizens are happy to use online services with no middlemen intervention. All the 158 ULBs are brought under a single Umbrella. The building approvals can be easily monitored and there is no need for physical touchpoints. The project eliminated manual errors in scrutinising a drawing and raising demand and enabled a QR code mechanism for downloading the final orders by the applicant as well as verifying authority.
Challenges
The department faced challenges in maintaining end-user coordination. There was the complexity of rules and errors in drawings scrutiny with no uniformity in the levy of the license fee, monitoring at a higher level, etc. There was a need for re-engineering from the old environment to the new environment and the preparation of drawings based on the compatibility of scrutiny software by engineers.
Innovation
The department integrated a financial account module, single window portal & CMDA department. The NOC can now be obtained online from other licensing departments with end-to-end paperless online transactions. They also integrated inter-departmental services for a completion certificate, property tax assessment, GIS Tagging, etc.
Opportunities
In the future, all GIS-based master plans and other land use plans will be integrated with these services. The department plans to implement dynamic statistics for housing and other usage buildings and use MIS reports for future master plans and other development plans and identify leakage of revenue.
Summary
To unify rules for all categories of ULBs, Tamil Nadu Combined development & Building Rules -2019 has been enacted. It provides end-to-end online building applications, online uploading of documents, auto scrutiny of drawing files, schedule of inspection, online payment, online approval, and downloading final orders without any physical touch point.20 corporations and 138 municipalities are brought under one umbrella.
