Improving Fund Collection and Disbursement
Problem
- Non-availability of a common system for fund collection, disbursement, and reconciliation.
- Traditional methods like cheque, manual fund transfer & NEFT/RTGS were used.
- Absence of tracking system to track fund flow.
- Lack of IT enabled financial system in government departments.
- Time consuming and error prone system.
Solution
- Initiating rajasthan payment platform for payments and disbursement needs of government departments and PSUs
- Integrating platform with electronic & mobile payments
- Disbursement of the fund to beneficiaries or vendors directly in their bank accounts
- API Based Reporting and Reconciliation system for collections and disbursements
- MIS reporting for account reconciliation between department and bank/aggregator
Outcomes
- Average 11-12 lacs transaction are channelised per month of 750-800 Crore amount
- Minimal transaction processing fees
- 55 Departments/PSUs with 575 plus merchants bordered on RPP for collection of payments
- Disbursement of Rs. 46000 crores in total.
- Availability of all major type of payment instruments – Aadhar pay, UPI, Bharat QR, wallets etc.

Improving Fund Collection and Disbursement
Introduction
Rajasthan Payment Platform has been developed to take care of all payments (other than treasury) and disbursement needs of Government Departments and PSUs under the aegis of Government of Rajasthan.
Problems
Earlier departments were using traditional methods of disbursing funds to the beneficiaries. The process was time consuming and an error prone system. Departments were involved in the tender process to engage financial solutions and each time they had to sign agreements with different solution providers with high possibility of corruption/fraud
Solutions
Rajasthan payment platform is integrated with electronic & mobile payments both for collection and disbursement of funds. The funds are disbursed directly to beneficiaries or vendors in their bank accounts using APIs exposed by banks. There is an asy account reconciliation between department and bank/aggregator with detailed MIS reporting.
Outcomes
Now, departments/Public Sector Undertakings are using a single platform of RPP for all their recurring payments. The chances of corruption and fraud are zero as the payment is directly transferred to the respective account holders. With a single click, the departments transfer funds to “N” numbers of the account holders.
Challenges
Departments need to undergo the extensive process of selection of payment gateway partners (generally through RFP), selection of L1 (Lowest quote first), signing of agreements with them and finally doing technical integrations to get things onboard.
Innovation
An Aadhaar based e-Sign system is enabled for payment of file encryption and fund disbursement. Large number of APIs are set for transaction tracking, MIS reporting and fund settlement reconciliation
Opportunities
The department plans to add offline QR based solutions, link payment, NEFT/RTGS collection, Bank Guarantee Advisory Services and API based TDS Deposition system
Summary
RPP is a single point of contact for Departments/PSUs for their recurring payment requirements, both for collection and disbursement of funds. Merchants can send money to ‘N’ number of beneficiaries by a single click through NEFT/RTGS/IMPS facility provided by the RPP participating banks.
