Digitalization of DIPR
Introduction
“Rajasthan’s News Media Management and Sentiment Analysis” system is an in-house project of DoIT&C, Govt. of Rajasthan which was commissioned in October 2019 primarily for Department of Information and Public Relations DIPR), Govt. of Rajasthan and later replicated for all departments of state government i.e. is now a state-wide implementation.
Problems
Earlier, the department was using a manual system of cutting and pasting news clips and manual letter writing by CMO/CS Office/Divisional Commissioner for seeking clarifications from respective departments.
Solutions
To automate the system, the department developed a web based application and mobile app for news collection and analysis for searching any news based on multiple criteria. The system facilitates real-time access to current news as and tagging it to respective department/ district for further moderation and sentiment analysis (AI).
Outcomes
The system saves hours of time involved in cutting paper clips and organising them as per requirement facilitating real-time access to latest news empowering the government to take action on it in a timely manner.
Challenges
Onboarding and educating all the PROs on correct usage of mobile application and web application along with quality moderation by the central team at DIPR was a difficult task.
Innovation
The system is a first ever use of RPA and AI for any eGov project in state and that too for DIPR department, News Sentiment Analysis (Analytical BI Dashboard) aids in decision making as to which department/district to focus on by the Government.
Opportunities
Currently the project is focused only on print news media but it is planned to include electronic news media (TV) as well. The project is easily replicable across other state governments.
Summary
The system facilitates all the Public Relationship Officers (PROs) and Assistant PROs of DIPRdDepartments across the state in electronic capturing of state-specific print news media i.e. local, state-wide and national dailies (newspapers) using an easy to use bi-lingual mobile app (Rajdhara Survey) and web application (New Mgmt System).
