Problem
- Providing free-of-cost incubation support at state-owned incubation centres.
- Centralized means to evaluate and monitor the applications received for availing recognition, monetary benefits etc.
- Facilitating procurement from start-ups without traditional tendering process.
- Development of an innovation and problem-solving culture across the State.
- No process defined to get all mentioned stakeholders to interact on a single platform.
Solution
- Providing an integrated comprehensive platform for start-ups, investors, incubators etc.
- Designing ‘Challenge for Change’ initiative for providing entrepreneurs & start-ups an opportunity to implement their ingenious solutions.
- Introducing QRate which is an assessment program providing detailed report on the start-ups potential and investment worthiness.
- Launching school start-up program.
- Establishing State Owned Incubation Branches
Outcomes
- Receiving 2745 registrations from 33 district of the state through iStart Rajasthan.
- Registering 1750+ schools and 26,350+ students under the School start-up program.
- Around 50 startups raised external funding through Investor Connect Programs which facilitated the creation of 20,600 jobs.
- Acting as an one stop solution for ecosystem stakeholders-Students, Start-ups, Incubators, Accelerators etc.
- Partnership with VCs, Angel Investors, HNIs, Incubators, Accelerators etc.

Fostering Innovation for Reducing Unemployment
Introduction:
iStart Rajasthan is the flagship program by the DoIT& C, GoR to foster innovation, create jobs and facilitate investment in the State. This program helps the startups minimize the bureaucracy associated with the initiation of startup operations.
Problem:
Facilitating procurement from start-ups without traditional tendering process was lacking. Again, development of an innovation and problem-solving culture across the State was to be developed.
Solution:
A ‘Challenge for Change’ initiative was introduced for providing entrepreneurs & start-ups an opportunity to implement their ingenious solutions and avail work orders worth INR 1 Cr without tendering process.
Outcomes:
2745 registrations were received from 33 districts of the state through iStart Rajasthan. Again, 1750+ schools and 26,350+ students were registered under the School start-up program.
Challenges:
Proper planning of application redressal process due to defined service levels and categorization as per pendency period posed as a challenge.
Innovation:
Start-up Incubation Cell is being set up or renovated in selected schools nominated by the School Education department in each district of the state as part of the School Start-up Program.
Opportunities:
Plans are to establish Divisional Innovation Hubs with the aim to bring researchers, creators and innovators together.
Summary:
Rajasthan has been the cradle of entrepreneurship and is the birthplace of some of the most successful businessmen and large industrial houses of India and the world. Despite this, a large population of educated youth of the state leave the state after completing their education in search of better employment opportunities. iStart Rajasthan is the flagship program by the DoIT& C, GoR to foster innovation, create jobs and facilitate investment in the State.
