e-Governance for Farmer Welfare
Problem
- Requirement of an end-to-end online platform for farmers to avail services

- Created a centralised database for stakeholders and 10 Mobile apps to deliver G2G services

- Real-time monitoring, budget utilization, accountability and reduction in total turnaround time
- Onboarding of 13 Lakh farmers, application by 6 Lakh farmers and 33K+ licenses and registration certificates issued

e-Governance for Farmer Welfare
Introduction:
A Single Window Online Integrated Portal Raj KisanSaathi was launched as a state of art digital platform for farmers and agri-business communities which caters to their various needs.
Problem:
Before the initiative was implemented, there was no online platform where farmers could access services. Additionally, monitoring systems and proper administration of schemes were lacking. Workflow-based systems were nonexistent, and there was no conduit for connecting buyers and sellers.
Solution:
After the deployment, a single Window portal for G2G, G2C, and G2B services was created. It contained automated processes for subsidies and integrated department users and their service records into a single platform. To provide G2G services, 10 mobile applications were created. Additionally, training and video manuals were used for users’ capacity building.
Outcomes:
Real-time monitoring and improved budget usage are some of the project’s outcomes. The application procedure was made simpler by IT-enabled subsidies. Automated processing plant registration and renewal allowed for the facilitation of online applications and financial aid for injured agriculturalists.
Challenges:
The coordination of efforts with more than ten stakeholder departments was a challenge. There was a delay in freezing of time and adoption of requirements by the Department. Another concern was the frequent updating of processes owing to changes in actual processes. It was difficult to support the application in remote places while ensuring the end user’s acceptance of the system.
Innovation:
The project’s novel features included enabling farmers to use a single identity—Jan-Aadhaar—to access services online. Each agriculture officer’s jurisdiction was mapped using a dynamic hierarchy. It included a uniform grievance redressal procedure for departmental stakeholders. Additionally, interactive analytical dashboards and MIS Reports were created.
Opportunities:
The project has the potential to implement an Internet of Things (IoT)-based precision farming module. It has implications for releasing farmer profiles, auto eligibility for schemes and incorporating the Soil Health Card (SHC). In the future, an AI ML-based Crop Pest and Health Management Solution might be implemented.
Summary:
This adaptable “End to End” ICT programme was designed to benefit the state’s vast farming population and stakeholders like agriculture input and machinery manufacturers, dealers, seed farmers, and agri-processors.
