Speeding up the Beneficiary Verification Process

Problem

  • Issues surrounding verification of beneficiaries for public beneficiary scheme

Speeding up the Beneficiary Verification Process

Introduction:

The Aadhaar Authentication Ecosystem project of the Department of Information Technology & Communication enabled various state departments to provide secured Aadhaar based service delivery to the beneficiaries of public beneficiary schemes of Government of Rajasthan. 

Problem:

Prior to the implementation of the project, there were a number of concerns with the verification of beneficiaries for public beneficiary schemes. Another issue was that the procedure was time-consuming, complex, and cumbersome requiring a large amount of paperwork and manpower.

Solution:

The project entailed the development of a simple, quick, and reliable method for verifying beneficiaries. This included an improvement in efficiency, paper work and manpower. The use of Aadhaar-based authentication has assured the scheme’s benefit, and effective administration and the prevention of social welfare benefits from being wasted.

Outcomes:

The project’s outcomes include the capability to easily handle one crore transactions per day. This effort has resulted in around 16 lakh Aadhaar Authentication transactions every day. Beneficiaries received their benefits quickly and on schedule. Beneficiaries of important DBT programmes such as e-PDS, Senior Citizen/Widow/Disability Pension, and Scholarship have received support. 

Challenges:

The main challenges of the project were creating a robust system capable of handling a huge number of transactions in a single day without failure, as well as collecting and mapping beneficiaries with their Aadhaar numbers.

Innovation:

The project’s innovative aspects include the development of an Aadhaar Data Vault solution and its application in the Aadhaar Authentication Ecosystem. It featured the use of reference key systems to access data stored in Aadhaar Data Vault.  Hardware-based Data Security Manager (DSM) devices were used to generate reference keys, and Hardware Security Modules (HSM) devices were used to encrypt and decrypt data stored.

Opportunities:

In the future, the project can include implementation of Face ID authentication against the Aadhaar number of beneficiaries.

Summary:

The initiative has made the verification process considerably easier, faster, more reliable, and efficient with fewer paperwork, and it has helped the government ensure good governance by employing digital technology and averting major loss of social welfare benefits.
