Resolving Land Disputes

Problem

  • Presence of the discrepancies between Manuscript RSR and Webland RSR 
  • Lack of relationship between the survey numbers/subdivision numbers in Webland RSR with that of Land Parcel numbers after drone flying.
  • Need for mutations & rectifications for lands acquired through legal heirs, Sadabainama and Assignment and also through Registration deeds. 
  • The presence of combined Spatial & Textual data made the procedure more tedious.
  • Prevalence of Duplicate Pattadars and procedure of convincing the pattadars in case of land Disputes and Joint pattadars for splitting up fields.

Solution

  • Purification of the land records through various steps like verification of Manuscript RSR and Webland RSR, Standardization of Land Nature & Classifications.
  • Preparation of Village-wise Master Database for Pattadars with Mobile Numbers, Aadhaar Numbers & other details.
  • Quality check of the online module for Draft Land Register is given for the final verification, identification and recording of all Government Lands.
  • Providing Geo-Coordinates for every land parcel and Assigning a unique LP Number for every Land parcel.
  • Distribution of correct Bhu Hakku Patrams containing both Textual & Spatial data in Bilingual format.

Outcomes

  • Incorporated landowners who were never entitled to Revenue records were recognizing their rights.
  • Resolved the disputes between pattadars and discrepancies in land records. 
  • Issuing of purified & updated ROR-1B khata to every Pattadar.
  • Assigned a Unique Land Parcel Number to every land parcel in a village.
  • Issuance of PPB and Title deed to every land owner, i.e., Bhu Hakku Patram, in Bilingual (Telugu & English) for ease of understanding for the end user.

Challenges

  • Preparing unified Manuscript RSR & Webland RSR. 
  • Standardization of land nature and land classification of every survey number.
  • Ensuring the attendance of all landowners at the time of resurvey of their land 
  • Measuring the land parcels in layers in the presence of respective land owners and preparation of Layers data based on the Final ROR
  • Identification of deceased pattadars and convincing their family members to apply for Mutations.

YSR JAGANANNA SHASWATHA BHU HAKKU MARIYU BHU RAKSHA PATAKAM

This case study highlights the transformative impact of resurvey and technology in empowering landowners and resolving land-related issues. It focuses on Pattadar, a diligent landowner from Gurraladoddi village in Kowthalam Mandal, Kurnool District. The objectives were to rectify extent discrepancies, establish accurate boundaries, and leverage technology for improved land record-keeping.

Pattadar faced challenges due to variations in his land’s extent between physical documents,his possession on the ground and the revenue records. The absence of boundary stones further led to disputes with neighbouring landowners. To address these issues, a comprehensive resurvey process was initiated.

The resurvey team diligently surveyed Pattadar’s land, rectifying the extent discrepancy from 1.21 cents to the accurate measurement of 1.29 cents. Accurate boundaries were established, resolving disputes and fostering harmony in the community.

Technological advancements were incorporated to enhance land record-keeping and accessibility. The Land Parcel Numbering System streamlined information management, facilitating efficient tracking and retrieval. Geo coordinates were integrated into land records, providing precise location information. BhuhakkuPatram, the traditional land record document, included latitude and longitude details. QR codes were implemented, allowing easy access and verification of land details, and promoting transparency and trust.

The outcomes were significant. Pattadar’s land extent discrepancy was rectified, providing legal clarity and increasing the market value. Accurate boundaries brought harmony among landowners. The Land Parcel Numbering System enhanced record management, ensuring systematic organization. Geo coordinates and QR codes improved transparency, accuracy, and accessibility.

In conclusion, this case study demonstrates the transformative power of resurvey and technology in empowering landowners and resolving land-related challenges. Through rectifying discrepancies, establishing boundaries, and leveraging technology, Pattadar regained his land’s true identity and secured his rights as a proud landowner. This case serves as an inspiration for embracing innovative approaches in land management and promoting equitable land governance.
