Contribution to Chhattisgarh’s Housing & Infrastructure Sector

Introduction:

To fulfil the place of a key role player in the real estate sector in the state and to provide affordable houses with the best quality. With the motto to facilitate “houses for all”, the Chhattisgarh Housing Board was constituted on 12th February 2004 under the Chhattisgarh Housing Board Act 1972. Chhattisgarh Housing Board has taken utmost care to chalk out the schemes as per the housing needs of different sections of society. 

Problems:

Absence of effective policy framework for housing. Lack of availability of urban land at reasonable price, rising costs of construction and high fees and taxes. The lack of low-cost land in main cities pushed the projects into rural areas and provided houses & infrastructure without compromising the quality. Disposal of unused land, old buildings and other government properties of various departments.

Objective:

To provide shelter to all homeless rural families on subsidized rates and on a priority basis and to assist all the citizens of Chhattisgarh and in particular the rural poor to, secure for themselves affordable dwellings. Promote integrated housing development for the establishment of viable, society and economically integrated communities situated in areas that allow convenient access to economic opportunities as well as health, educational and social facilities. 

Solutions:

The state government availed government land at a subsidiary rate to the Chhattisgarh Housing Board. Land for housing projects is identified within municipal limits, or on the periphery or outskirts of towns and cities. The board make an effort to ensure that at least 15% of the total constructed area of the projects increases the revenue of the government and reduces the maintenance cost of existing infrastructure. The Housing Board is planning to redevelop & construct residential/commercial spaces.

Challenges:

Revenue generation from the implementation of the project, since the execution of the project is in a self-financing pattern through which the housing board will sell the houses, apartments & commercial properties & generate funds to construct the office building. The absence of an effective policy framework for housing is compounded by the lack of availability of urban land at reasonable prices, rising costs of construction and high fees and taxes. 

Outcomes:

CG Housing Board has brought their project to Urban/semi-urban/rural areas of the state. It brings development in the area, by bringing electricity, water and road facility. The board has constructed an overall 1 lakh residential/commercial/Govt. building/staff quarters around the state and has constructed & allotted 70% of the house for the EWS & LIG category.

Opportunities:

The successful implementation of the CGHB scheme can be adopted by other State govt. and its undertaking department. Their newly launched schemes are the Rajiv Nagar Awas Yojana and Redevelopment scheme.

Summary:

Chhattisgarh Housing Board undertook various construction projects of government departments like Urban Development, Chhattisgarh Environment Board, Police Housing, Women And Child Development, General Administration Department, Education Department, Panchayat, State Forest Research & Training, Beverage Corporation and handed over after its successful completion.
