Daastan-e-Samvidhaan: First Constitution Literate Cantt

Majority of residents lacked knowledge of basic constitutional rights, duties, and democratic governance principles.
Women, youth, and disadvantaged groups had minimal awareness of legal entitlements and grievance redress mechanisms.
Citizens remained passive in governance due to a lack of constitutional and procedural literacy.
Inadequate knowledge of justice, liberty, and equality led to weakening of civic spirit and accountability.
No other cantonment in India had attempted mass-scale constitutional literacy, leaving no reference model to emulate.

Nainital Cantt declared India’s first Constitution-literate cantonment on 8 September 2023.
Over 7,000 external beneficiaries and 2,000 internal stakeholders trained and sensitized.
Creation of Iconic Symbols: Constitution Corridor, Samvidhaan Park, and Ahimsa Smarak institutionalized civic education.
Sustained Community Ownership: Local bodies, schools, and residents co-owned the campaign for long-term awareness.
Structured framework developed for scale-up to other defence and municipal bodies.
