Placement Training Drive
Problem
- The conundrum of duplication of cost, effort and time for getting the beneficiary’s Industry ready.
- The same candidate goes through the training twice, once funded by the Government and again funded by Industries for their specific needs.
- Demand – Supply gap because of the relevance of the Skilling curriculum.
- Limited utility of curriculum post-deployment due to obsolete technology and production-related issues.
- Limited participation of Industry in the Skills Ecosystems.
Solution
- Innovation in terms of Recruitment first approach with the issuance of the conditional offer letter
- Building a bridge in between Academia or TPs and the industry to create a skilled workforce
- Instituted confidence in the industry partners to recruit a relevant skilled workforce.
- Prescribed an ICT-based robust and exhaustive mechanism for monitoring the RTD program.
- Ensuring that quality standards and processes adhere and any deviations are brought to the notice of BSDM on a real-time basis.
Outcomes
- Emerged as an innovative flagship scheme with a complete focus on employment generation.
- Industry-specific training in several niche sectors and innovations in training modalities, courses, project types, etc.
- Helped the Industry and Beneficiary costs, especially for overseas recruitment, through incentives and removal of the intermediary hiring contractors.
- Enrolled 4350 candidates, out of which 1987 got certified, 1144 place, and 349 got overseas placements.
- More than 30 Industry partners have collaborated with BSDM to participate in the skilled manpower creation.
Challenges
- Placement retention, especially for jobs outside Bihar.
- Non-adherence to the stringent 80% deployment of the certified candidates
- Limited utility post actual candidate deployment because of the pace of becoming obsolete in technology and production-related concepts.
- RFP with defined timelines resting onboarding.
- Counsel candidates at the screen time to ensure that the right beneficiary is chosen

Placement Training Drive
Introduction
The Bihar Skill Development Mission (BSDM) has a unique skill training programme in which the training will be imparted by industries or for the industries as per their norms, and the cost of training to provide industry/workplace-ready skilled manpower will be borne by BSDM.
Problems
The Industry sector faced difficulties due to a conundrum of duplication of cost, effort and time for getting the beneficiary’s Industry ready. There was a demand–supply gap because of the relevance of the skilling curriculum.
Solutions
The process of continuous empanelment of Industry partners under the scheme has been provisioned to allow the industry to participate as and when they have a requirement. An exhaustive workshop with the industries was planned initially, along with representation from other Skills space stakeholders to understand the concerns and requirements of the industry.
Outcomes
The training under the scheme is happening in several advanced and niche courses such as FTTx installer, cloud computing, cybersecurity, data analyst, Form worker painter, Shuttleless loom weaver, Line Assembler – Telecom products, etc., across various sectors. Over 30 Industry partners throughout this tenure have collaborated with BSDM to participate in the Skilled manpower creation, with more than 20 proposals currently under evaluation.
Challenges
There was a demand–supply gap because of the relevance of the Skilling curriculum. Many times the curriculum being taught across different SSC / MES courses had limited utility post-actual candidate deployment because of the pace of becoming obsolete in technology and production-related concepts.
Innovation
The department facilitated innovation in terms of Recruitment first approach with the issuance of conditional offer letters. Training in Niche Sectors such as Aviation, Sanitary Pads manufacturing, Commercial vehicle driving safety, etc., is provided.
Opportunities
Industry interfacing is an ongoing process and several partners in and outside Bihar, also in states like Gujarat, Haryana, etc. More than 20 industry proposals are under evaluation for empanelment under the RTD scheme.
Summary
The distinguishing feature of this model is that candidates are screened first and offered jobs. Only on their acceptance and readiness for the job role and location are they provided with necessary customized training, the successful completion of which guarantees them the promised placement.
