The eAbgari project of NIC West Bengal is a strategic administrative reform initiative in State Excise sector leveraging state-of-the-art modern technology for complete Supply Chain Management of excisable commodities. Seamlessly integrating a wide array of modern ICT technologies – the Web, QR codes on Cases & Bottles, Hand Held Terminal (HHT) enabled Automated Supply Chain Management for Track & Trace, PUSH/PULL SMS, Email, GIS, Mobile Apps, Chat Bots, Warehouse Management balancing demand & supply based upon intelligent algorithms, Digital Lock driven Tracking of Alcohl carrying Vehicles, Logistics Management, Supply Chain Predictions – the eAbgari project has significantly reduced service-delivery times and has greatly enhanced the government’s regulatory capabilities. POC on Integration of Block Chain with the existing QR Code based Packaged Liquor Authenticity System is successfuly made to improve the security level.

    This ICT based automated supply chain management for excisable goods is presently rendering 62 online e-Services ensuring supply of life saving drugs to CCUs within 90% reduced time, Tracking duty evasion by generating a 360 degree profile of the Excise Licensees, Real time Inventory for Reconciliation of every drop of spirit imported or manufactured, Track & Trace – Supply Chain Management of Packaged Liquor using QR Code based Labels on Cases/Cartoons and HHT, Data Collection, Aggregation & Monitoring of enforcement activities against the manufacture, distribution, sale and possession of narcotics, spurious spirit and non-duty paid liquor – Breach Case, Criminal Case and Illegal Activities, Home Delivery of Packaged Liquor: e-Retail system is there under eAbgari to enable online ordering by Buyers (CoD, Online Payment) followed by home delivery of Packaged Liquor with Order Tracking facility & Mobile App.

    Minimum Consumption Maximum Revenue ensured – while consumption of intoxicants in West Bengal have risen by only about 5-6 percent annually since 2014-15, the collection of Excise revenue has gone up from Rs. 3581 Crores during 2014-15 to around Rs. 11,236 Crores during 2019-20 registering a CAGR of over 38 percent. Excise Revenue collection is estimated around Rs. 16,000 Crores during 2021-22.

    eAbgari has bagged several awards e.g. Digital India Award 2020, National e-Governance Award 2018, Technology Sabha (Indian Express Group) Award 2018 & 2019, CSI-Nihilent e-Governance Award 2016 and Skoch e-Governance Award (Platinum) 2015.

    eAbgari project is already adopted by 10 States. Some other states are in pipeline.

  3. e – Governence is the Good Option for every citizen , who always wants transperency and fast flow of work, in their day to day life. Common man will be happy with these type of e-governance systems, when the STATE GOVERNMENT & CENTRAL GOVERNMENT IMPLEMENT FOR THE COMMON MAN NEEDS, ALONG WITH THE DIGITALIZATION OF INDIA.
