HOPEGROWN: Black Rice Cultivation

Displaced households faced multiple vulnerabilities, including the loss of their homes, cultivable land, and traditional livelihood sources.
There was an immediate and urgent need for income generation to sustain Internally Displaced Persons (IDP) families.
Displaced families suffered from a lack of stable employment opportunities within their relief conditions.
There was a strong desire among families for dignified, culturally familiar work rather than relying on short-term relief.
The district has minimal industrial activity, leaving displaced families with very few alternative income-generating opportunities.

Black Rice cultivation began in May, following the strategic distribution of seeds and essential inputs to families.
Regular field monitoring and guidance were consistently provided to the farmers by field staff and Sub-Divisional Officers (SDOs).
Smooth progress was ensured throughout the season by maintaining active community-level coordination.
The initiative was designed to serve as a replicable model for livelihood restoration in post-conflict situations.
Administrative leadership and village chiefs collaboratively bypassed ownership barriers to secure cultivable land for the displaced families.

The project successfully built social cohesion and trust between the administration and local communities.
The project combined administrative leadership with community participation to achieve measurable gains in responsiveness, transparency, and efficiency.
Families transitioned from prolonged relief to an income-generating activity within 4–5 months, securing a predictable seasonal income of ₹50,000 to ₹80,000.
A sustainable agricultural cycle was reactivated for displaced communities, effectively reducing long-term dependency on relief aid.
Displaced families successfully transitioned from passive recipients of relief to active recipients, strengthening overall resilience.
