CAREER GUIDANCE AND COACHING FOR COMPETITIVE EXAMINATIONS

Problem

  • Rural and economically weaker youth lacked affordable access to quality coaching and career guidance for competitive examinations.
  • Geographic and digital divides prevented remote learners from accessing equal employment preparation opportunities.
  • Rising competition for government jobs created demand for structured, inclusive, and technology-enabled preparation support.
  • Physical coaching capacity was limited compared to the growing statewide demand for competitive exam preparation.
  • Aspirants needed regularly updated study materials, current affairs, mentoring, and sustained motivation during long preparation cycles.

Solution

  • Deployed a hybrid model through Study Circles, university coaching centres, employment offices, Kalvi TV, and the Virtual Learning Portal.
  • Provided counselling, psychometric tests, free coaching classes, mock exams, and bilingual digital learning resources.
  • Offered libraries, study materials, expert mentoring, exam notifications, e-content, and answer-writing support for competitive exams.
  • Coordinated with districts, universities, expert faculty, and technology platforms for standardized statewide delivery and outreach.
  • Continuously monitored outcomes and introduced innovations such as current affairs modules, mind maps, and “Mastering Mains” support.

Outcomes

  • Conducted 18,476 career guidance programmes, benefiting more than 17 lakh youth across Tamil Nadu from 2021 to 2026.
  • Study Circles trained 97,466 aspirants, resulting in 9,161 successful selections in competitive examinations since 2021.
  • Virtual Learning Portal recorded 5.84 lakh users, 15.27 lakh enrollments, and nearly 1.2 crore visitors.
  • Expanded inclusive access through Kalvi TV, university centres, psychometric guidance, bilingual content, and online mock tests.

Case Study

The Department of Employment and Training, Tamil Nadu, implemented the “Career Guidance and Coaching for Competitive Examinations” initiative to address unequal access to quality career guidance and exam preparation support among youth, particularly those from rural and economically weaker backgrounds. Many talented aspirants lacked affordable coaching, updated study materials, mentoring, and timely information on government recruitment opportunities. Geographic barriers and the digital divide further limited their ability to compete on equal terms.

To bridge these gaps, the Department developed a hybrid and scalable model combining physical, digital, and broadcast-based learning channels. Study Circles in District Employment Offices provided free coaching, libraries, study materials, mock tests, and mentoring. Coaching centres in universities supported economically weaker final-year students, while the Virtual Learning Portal offered centralized e-content, exam notifications, online mock tests, and learning resources. Kalvi TV extended free coaching for TNPSC, SSC, RRB, IBPS, and other examinations to households across the State.

The initiative was strengthened through expert faculty, district-level coordination, counselling, psychometric tests, bilingual content, current affairs modules, mind maps, editorial analysis, and answer-writing support through “Mastering Mains.” Continuous monitoring and innovation helped improve outreach, quality, and learner engagement across multiple platforms.

During 2021–2026, the initiative conducted 18,476 career guidance programmes, benefiting more than 17 lakh youth. Study Circles trained 97,466 aspirants, resulting in 9,161 successful selections in competitive examinations. The Virtual Learning Portal registered 5.84 lakh users, 15.27 lakh enrollments, and nearly 1.2 crore visitors. The project transformed employment offices into proactive career development hubs and created an inclusive model for employability, merit-based opportunity, and social mobility.
