- Shortage of dedicated cyber police stations limited district-level reporting, investigation, and response to rapidly increasing cybercrime across Odisha.
- Traditional reactive, case-by-case policing was inadequate against organised, technology-driven cybercrime networks operating across districts and states.
- District police lacked specialised digital infrastructure, uniform investigation standards, and first-level cyber forensic capabilities.
- Mule accounts, fake SIM networks, and financial fraud chains were enabling organised cybercrime and required systematic disruption.
- The evolving threat landscape demanded stronger cyber intelligence, forensic capacity, technical manpower, and coordinated statewide enforcement.
Achievements
- Established 20 new CC & EO Police Stations, ensuring dedicated cyber policing coverage across all 34 Police Districts of Odisha.
- Rolled out Hub & Spoke Cyber Forensic Laboratories across all 34 stations through secure MPLS connectivity.
- Initiated engagement of 170 specialised IT, cyber forensic, and financial experts to strengthen investigation capacity statewide.
- Conducted Operation Cyber Kavach, verifying 39,714 mule accounts, registering 1,422 cases, arresting 379 accused, and serving 7,549 notices.
- Recovered and restored 689 stolen or lost mobile phones, providing direct relief to cybercrime victims across Odisha.
