Problem
- Partial and Unequal Insurance Coverage: Prior to the initiative, coverage was partial, with only the wealthiest or most aware individuals in the villages insured.
- Financial Vulnerability and Backsliding: A low insurance penetration rate meant a large portion of the population was vulnerable to falling back into poverty due to unexpected medical expenses or the loss of a breadwinner.
- Low Awareness and Trust Deficit: Many rural citizens had concerns over complex documentation or perceived delays in claim settlements, creating a barrier to formal financial inclusion.
- Exclusion from the Financial Safety Net: Residents, especially those previously unaware of it, lacked access to a formal safety net.
- Logistical and Strategic Complexity: Reaching the “last mile” and identifying the truly uninsured required high-level coordination and meticulous ground-level outreach that could not be achieved through digital data alone.
Solution
- Systematic Door-to-Door Surveys: The company conducted proactive, on-ground door-to-door surveys to specifically identify and reach individuals missing from the safety net.
- Targeted Saturation Strategy: The project aimed to achieve 100% insurance saturation across 10 specific rural villages in the Alwar district.
- Multi-Tier Strategic Collaboration: Strong three-way alignment was established between the Central Government (Ministry of Finance), state-level authorities (Government of Rajasthan), and United India Insurance Company.
- Zero Exclusion Mandate: The initiative ensured that all residents aged 10 and above were systematically enrolled, regardless of prior awareness or socioeconomic status.
- Creation of a Replicable Pilot Model: A “district-level saturation model” was successfully deployed as a pilot for last-mile delivery and can be scaled across other districts.
Outcomes
- First “Fully Insured” Village Milestone: On 15 August 2025, Desula village became the very first village to achieve 100% insurance coverage under this mission.
- National Recognition as a Pioneer: Alwar became the first district in India to successfully achieve 100% insurance coverage under the national “Insurance for All by 2047” roadmap.
- Successful 10-Village Saturation: By 3 February 2026, the initiative had expanded to achieve 100% insurance saturation across 10 distinct villages.
- Coverage of 1,367 Uninsured Individuals: The systematic surveys successfully identified and enrolled 1,367 previously uninsured individuals in the formal safety net.
- Community-Level Risk Mitigation: The project successfully established a formal financial buffer against unforeseen risks, strengthening the resilience, dignity, and economic security of the population.

United India Insurance Company Ltd., acting as a lead partner under the Insurance Regulatory and Development Authority of India (IRDAI), successfully launched a pioneering financial inclusion project in the Alwar district of Rajasthan. Aligned with the national vision of “Insurance for All by 2047” and the broader goals of “Atmanirbhar Bharat,” the initiative sought to address low insurance penetration and rural economic vulnerability. Historically, rural sectors faced a deep “trust deficit” due to complex documentation, leaving large populations exposed to sudden financial backsliding from unexpected medical expenses or the loss of a primary breadwinner. Furthermore, standard digital data gaps resulted in a partial coverage system where only the wealthiest or most aware citizens were protected.
To overcome these grassroots logistical challenges and bridge the security gap, the company implemented a proactive outreach strategy driven by meticulous door-to-door surveys. This on-ground operation identified 1,367 previously uninsured individuals above the age of 10. Operating under the guidance of the Ministry of Finance and in strong collaboration with the Government of Rajasthan, United India Insurance executed a multi-tier synergy that coordinated state resources with village-level administration to guarantee zero exclusion.
The project achieved landmark success when Desula village became the first in the mission to be declared fully insured on August 15, 2025. By February 3, 2026, the saturation model was successfully expanded to include ten villages, making Alwar the first pioneer district in India to attain 100% insurance coverage under the 2047 national roadmap. This intervention successfully shifted the local economy from vulnerability to resilience, establishing a formal financial buffer that protects community dignity and provides a highly replicable model for future rural deployment across India.
