Problem
- Low NQAS (National Quality Assurance Standards) certification coverage across districts in Jharkhand.
- Inconsistent quality of care and patient safety practices.
- Weak documentation and compliance with standard protocols.
- Limited capacity and training of healthcare staff on quality standards.
- Inadequate monitoring and supportive supervision mechanisms.
Solution
- Conducted statewide assessments using ODK-based tools to identify facility-wise gaps across all NQAS standards.
- Categorised facilities based on performance scores into three tiers: >70%, 50–70%, and <50%.
- Developed a comprehensive state-level roadmap with district-wise targets, fast-tracking facilities that initially scored above 70%.
- Formed and strengthened dedicated quality structures, specifically the SQAU, SQAC, and DQAC, for structured governance.
- Conducted targeted training programs for Medical Officers, Nurses, Community Health Officers (CHOs), and quality teams.
Outcomes
- NQAS certification increased dramatically from a baseline of 8% to 55.65% in FY 2025-26, securing Jharkhand the 3rd rank in India.
- Achieved a substantial rise in the number of certification-ready facilities, maintaining a score above 70%.
- Attained 100% coverage of internal assessments across all prioritised healthcare facilities.
- Built a highly strengthened pool of trained internal and external quality assessors.
- Successfully standardised clinical protocols and healthcare service delivery practices across the state.
