Progress of NQAS Certification from 8 % to 55.65% in FY 2025-26 By Quality Assurance Cell NHM Jharkhand

Problem

  • Low NQAS (National Quality Assurance Standards) certification coverage across districts in Jharkhand.
  • Inconsistent quality of care and patient safety practices.
  • Weak documentation and compliance with standard protocols.
  • Limited capacity and training of healthcare staff on quality standards.
  • Inadequate monitoring and supportive supervision mechanisms.

Solution

  • Conducted statewide assessments using ODK-based tools to identify facility-wise gaps across all NQAS standards.
  • Categorised facilities based on performance scores into three tiers: >70%, 50–70%, and <50%.
  • Developed a comprehensive state-level roadmap with district-wise targets, fast-tracking facilities that initially scored above 70%.
  • Formed and strengthened dedicated quality structures, specifically the SQAU, SQAC, and DQAC, for structured governance.
  • Conducted targeted training programs for Medical Officers, Nurses, Community Health Officers (CHOs), and quality teams.

Outcomes

  • NQAS certification increased dramatically from a baseline of 8% to 55.65% in FY 2025-26, securing Jharkhand the 3rd rank in India.
  • Achieved a substantial rise in the number of certification-ready facilities, maintaining a score above 70%.
  • Attained 100% coverage of internal assessments across all prioritised healthcare facilities.
  • Built a highly strengthened pool of trained internal and external quality assessors.
  • Successfully standardised clinical protocols and healthcare service delivery practices across the state.
