Problem

  • High early-stage capital requirements for electrolyser manufacturing, storage systems, and renewable-energy–linked hydrogen production infrastructure.
  • Need for large-scale enabling infrastructure such as hydrogen refuelling corridors, testing centres, and port-based export facilities.
  • Technology dependency on imported components until domestic manufacturing reaches 60% localization by 2030.
  • Nascent offtake markets requiring coordinated industrial adoption and supportive policy mechanisms.
  • High cost of green hydrogen in early phases (₹460/kg), necessitating scale-up and localization to reach ₹160–170/kg by 2029.

Solution

  • Launch of the Green Hydrogen Valley Declaration on 21-07-2025 by the Hon’ble Chief Minister Shri Nara Chandrababu Naidu.
  • Constitution of a multi-stakeholder Advisory Committee comprising scientists, CTOs, senior officials, industry leaders, and academia.
  • Establishment of the SRM-AP Centre of Excellence in Hydrogen Technologies to anchor R&D, testing, standards, and skills.
  • Signing of SRM-AP × JK Srivastava Hynfra MoU to drive industry-ready innovation, validation, and talent pipelines.
  • Advancement of the 1.5 MMTPA green ammonia project with 2 GW electrolyser capacity at Kakinada, including major equipment erection on 17-01-2026.

Outcomes

  • Institutionalized single-window-style coordination through NREDCAP for site curation, utilities, and inter-departmental facilitation.
  • Operationalized a high-calibre Advisory Committee to steer localization, standards, and ecosystem planning.
  • Initiated India’s first integrated Green Hydrogen Skilling Ecosystem targeting 2,000 specialists annually and supporting 50 start-ups via a ₹500 crore innovation fund.
  • Progressed Phase-I implementation during 2025–26 including policy framework advancement, R&D setup, and investment mobilization.
  • Benefitted 0 internal beneficiaries and 3100 external beneficiaries during evaluation period 21-07-2025 to 11-02-2026.
