- Rising subsidy burden, particularly for agricultural consumers, creating cross-subsidy pressure on industrial and commercial tariffs.
- Absence of a structured, long-term pathway to align decarbonisation, affordability, and grid reliability at utility scale.
Solution
- Adoption of a comprehensive Energy Transition Plan integrating generation, distribution, grid modernisation, and consumer-side reforms.
- Large-scale renewable energy procurement including solar, wind, and hybrid projects through competitive bidding.
- Solarisation of agricultural feeders under Mukhyamantri Saur Krishi Vahini Yojana 2.0 aligned with PM-KUSUM.
- Deployment of smart meters, digital monitoring systems, and data analytics to reduce losses and improve efficiency.
- Strategic investments in grid modernisation, forecasting tools, and planned battery energy storage systems.
Outcomes
- Progress towards increasing renewable energy share from around 14 percent to a targeted 52–53 percent by 2030.
- Landmark achievement of installing 45,911 solar agricultural pumps in 30 days, earning a Guinness World Record.
- Measurable reduction in carbon intensity and advancement towards 100 percent green energy for agricultural irrigation by 2026.
- Mobilisation of over ₹3.3 lakh crore in investment and creation of an estimated seven lakh green jobs.
- Strengthened financial sustainability and operational resilience of one of the world’s largest distribution utilities.
