Free Coaching & Training to Educated Unemployed BC Youth

Problem

  • There was a need to ensure that only genuinely present students in BC Welfare Hostels benefit from the welfare provisions provided by the government.
  • Students from marginalised communities faced significant challenges in accessing quality training to compete in prestigious examinations like the Civil Services.
  • A skill gap among students residing in BC Welfare Hostels limited their ability to develop confidence and future-readiness.
  • Poor network connectivity in rural hostel locations made it difficult to effectively implement the Face Recognition System (FRS) for student attendance.
  • A majority of students lacked digital literacy, hindering their ability to effectively engage with modern learning tools and content.

Solution

  • A phased implementation of the Face Recognition System (FRS) for hostel attendance was launched, starting with 52 hostels.
  • The AP State BC Study Circle was established in Vijayawada to provide residential coaching for Civil Services aspirants from the BC category, with 100 students selected based on merit and reservation guidelines.
  • SR Sankaran Resource Centers (SRSRCs) were established in 104 BC Welfare Hostels across all 26 districts to deliver training in soft skills, digital literacy, human values, ethics, and legal awareness.
  • A government proposal was made to link FRS attendance data with hostel diet bills to further reinforce compliance and attendance discipline.
  • Future recruitment of tutors with soft skills expertise was proposed to address current gaps in training quality at SRSRCs.

Outcomes

  • The FRS attendance system saw over 90% uptake across hostels, and full implementation across all 746 hostels has been achieved.
  • Hostel authorities provided positive feedback on the FRS rollout, and efforts are ongoing to reach 100% compliance.
  • The Civil Services coaching initiative provided access to high-quality residential training for 100 BC candidates in the 2024-25 cycle, selected through a transparent entrance exam.
  • The establishment of 104 SRSRCs led to improved digital literacy and conceptual understanding among students of Class IX and X, as reported through student feedback.
  • The initiative demonstrated the government’s commitment to educational empowerment and bridging systemic skill gaps among socially disadvantaged students.
