Problem

  • Irregular updation of maps and records is a great problem faced by administration and new surveying methods.

Solution

  • Online applications for mouza map can be done through own PC and upon successful payment.
  • Developing mode for combined GIS map for citizen portal is under process. 
  • Citizen can view his/her own plot along with boundary plots for the purpose of any desired correction. 
  • The integration of live map data with textual data is under development with all attributes and geo tagged. 
  • Mode for online map correction petition through citizen portal is presently under development.

Outcomes

  • Proper maps are being provided to public with uniform line thickness, better image character, details of mouza codes and with clear picture. 
  • Due to digitization of maps, the original size of maps has decreased and so such maps can be easily handed over to researchers.
  • Due to small size, maps can be uploaded online for public viewing and for performing all map related corrections.
  • Digitization of Cadastral Map has been done with scanning of maps and comparative analysis of maps.
  • Vectorization of scanned map at 1:1 scale and update/deletion of the same as requested by district through software.

Introduction:

In West Bengal, there are 68,337 cadastral sheets as per present Land Act, with a legacy data running from the 1920s till date, which is by far the largest numbers of sheets among all states of India. West Bengal has been a pioneer in surveying methods in the whole of India, as the colonial rule chose erstwhile Bengal for devising all kind of innovative survey methods such as Electronic Total Station, Differential Global Positioning Systems (DGPS) and Areal Survey.

Problems: 

Irregular updation of maps and records is a great problem faced by administration and new surveying methods are in the process of implementation to solve such. Difference in records and recording pattern in Urban Local Bodies and Land Department has been a problem while assimilating and public delivery of maps, leading to general confusion and increase in time for settlement of land matters. Different types of classification based on land usage pattern in different part of the same state is a practical problem while dealing with revision of maps Presence of sharecroppers and under raiyats in the land records which are not reflected in the maps pose as a problem while updating the maps, which are also being addressed using modern survey techniques.

Innovation:

Digital map preparation and computerization land records are primary step towards preparation of geo referenced land parcel maps. Vectorized map can be stored in any open GIS format without any data loss as the conversion from one format to another is built into the software for automatic raster to vector conversion. To maintain the topology of the GIS data, it is preferred to store data in a geo-database or open standard. In order to implement Unique Land Parcel Identification Number (ULPIN) and generate geo-referenced data of the Land parcels, geo-referencing of Cadastral Maps of 42300 villages need to be completed.

Opportunities:

Yes, the project can be replicated by other states. The Proposed approach/ methodology to build a Unified Land Information system (ULIS) is expected to provide quality services to users through single portal on one hand and achieve transparency in land transactions.

Summary:

In West Bengal, there is no discrimination between Urban and Rural land records, contrary to other parts of India, thus giving a monstrous database of more than 2,00,000 different types of maps consisting of maps since 1920s till date, all kinds of Land Acquisition maps and different types of Urban survey maps. Now, till date West Bengal has been able to scan and digitize more than 62,000 out of 68,337 sheets (91 %) to provide service to all kinds of people including students, researchers, other departments and social service providers.
