Problem
- To brand Delhi as a vibrant film shooting destination by easing approval processes for film shooting.
- To build large, enthusiastic audiences for films shot in Delhi, both at the domestic and global level.
- To promote artistic, creative and cultural expressions.
- To develop and support local talent and provide skilled ecosystem in Delhi.
- Enabling environment that encourages inclusive growth in tourism by supporting film-making in the Delhi.
Solution
- All applications for film shooting in Delhi shall be received only on the ‘e – Film Clearance’ portal of Delhi Tourist.
- The ‘e – Film Clearance’ shall coordinate with all concerned stakeholder agencies to ensure timely approvals on applications.
- After release of the project, the producer shall submit the application to FSPC, along with the necessary certificates.
- FSPC shall make efforts for arranging MOU between DTTDC and various service providers in Delhi and NCR region for post-production of Films.
- FSPC shall make efforts for arranging MOU between cinema Hall, chains of cinema Halls, and other amphitheaters.
Outcomes
- The online portal has a clear mechanism for obtaining approvals for shootings at both DTTDC and non-DTTDC locations.
- The system has the mechanism to provide access to all stakeholders.
- All location specific approving authorities of Delhi and Government of India shall have access to the system.
- The system has a mechanism for easy communication through notification and alerts via SMS / email between various stakeholders and the applicant.
- The system also has an acknowledgement receipt after successful submission of an application.

Introduction:
Delhi Tourism is the nodal agency for Film Shooting Facilitation in Delhi, in line with the directions of Ministry of Information and Broadcasting, Government of India who also advised for creation of a Single Window Clearance Mechanism for Facilitation of applicant producers. This e-Film System has been developed through NIC on e-District portal of GNCTD
Problem:
The main problem was to brand Delhi as a vibrant film shooting destination by easing approval processes for film shooting and to build large, enthusiastic audiences for films shot in Delhi, both at the domestic and global level. It aims to develop and support local talent and provide skilled ecosystem in Delhi, enabling environment that encourages inclusive growth in tourism by supporting film-making in the Delhi.

Challenges:
Bringing together multiple agencies at one platform was a challenge. Another challenges were the online payment system and taking permissions from Police and Traffic and also the concerned department.
Innovation:
Delhi has immense capacity to emerge as a leader in film production by leveraging its geo-physical, political, regional, historical and cultural context and creating a favorable environment for a thriving film industry. There is many film producers, directors, writers and actors who belong to Delhi and are utilizing their talents in cities like Mumbai, Chennai, Hyderabad etc.

Summary:
National Capital Territory of Delhi and other independent agencies, responsible for providing approvals for film in Delhi, have been integrated. Required training has been imparted to all nodal officers of the location stakeholder departments. Delhi Film Policy has been designed and the same has been approved by Cabinet of Delhi Government.
