Dashabhuja Ensuring Women’s Safety 360°
Problem
- To make the current security framework more inclusive covering women of all age groups as well as specially-abled women.
- Full scale review to identify CCTV coverage, dark spots and measures needed at all places.
- Need to bring down the emergency response time from >30 mins currently due to presence of remote areas in the district to under 10 mins.
- Need to empower women through self-defense training, targeted awareness campaigns and gender sensitization.
- Need for swift legal action ensuring justice in each case, continuous monitoring and a robust feedback system.
Solution
- Each Thana is doing a full-scale security Audit in their jurisdictions.
- Based on those reports it will be ensured that the necessary steps are taken to ensure women safety.
- Each GP has been assigned a Rakshak and has been provided with a dedicated smartphone, mobile number, body camera.
- Thana-wise Self-defense training free of cost is being provided to all the girls studying in classes 8th-12th.
- Any crime against women is taken up with utmost urgency and immediately a case is registered.
Challenges
- Reaching out to a huge number of schools and colleges (736) in just 6 months under JAGRITI.
- Training girls in Self-Defense and Cyber awareness in a huge number of High Schools, Higher Secondary Schools and colleges (129) in just 3 months
- Resource constraint including funds and lack of sufficient manpower.
- Ensuring women’s security is not just a matter of individual protection but a foundational element.
- Need for swift legal action ensuring justice in each case, continuous monitoring and a robust feedback system
Outcomes
- Police response time for women in distress in the remotest of areas has come down to below 10 mins.
- Background checks and Police verification through the PCC website of all contractual workers at Public and Private institutions.
- Self-defense training under SHAKTI have empowered young women to face critical situation themselves until help arrives.
- JAGRITI awareness campaigns have brought a positive social change and has made aware each person in every nook of various laws.
- Courageous women, NGOs, Good Samaritans have been recognized and rewarded in preventing crime against women and ensuring safety.

Dashabhuja Ensuring Women’s Safety 360°
Introduction:
Bongaon Police District has a women population of around 10 lakhs and the current security framework for this half of the population was found to be lacking in several aspects such as the response time, security infrastructure, awareness deficiency and a general lack of coordination on a multi-stakeholder issue. The initiative ‘Dashabhuja: Ensuring Women’s Safety 360°’ is trying to solve this with a holistic all-round approach covering the safety and security of all women in the district through a multi-vertical approach
Problem:

The project addresses in the short term, medium term and long term the safety and security of women of all age groups in a targeted manner with specific timelines. It integrates technology with enhanced law enforcement in both real and virtual worlds along with community support.

Opportunities:
This project is a mix of short-term, medium-term and long-term goals and can be kick-started immediately at district level, state level and national level even with limited resources as the focus is upon scientific management of existing resources in addition to creating/modifying the existing ones through innovation and training.
Summary:
Taking inspiration from the Goddess Maa Durga, the whole initiative was named ‘Dashabhuja’ with its 10 arms comprehensively covering the women’s safety and security in the Bongaon Police District.
