Works and Accounts Management information system
Problem
- Huge paperwork was involved, from the proposal work to approval at the government level.
- After approval, financial paper works like billing and monthly accounts, financial ledger books, etc., were tedious and time-consuming.
- No monitoring was possible for payment delay, work execution, pending proposals, Bills, etc.
- No automation in the physical system, and no financial validation was present in the ODL system.
- No linking with any other relevant applications like tendering, payment gateway, etc.
Solution
- Digitized the entire work process and created a separate network for the department offices for easy access.
- Created master trainers to provide online and offline training to all field-level officials.
- Developed dashboards and MIS for monitoring the physical and financial progress of work.
- Financial validation has been established to restrict the creation of works within the budget provision.
- WAMIS has been integrated with the finance system of the finance department, e-Procurement, and AG Accounting System.
Outcomes
- Work proposals can be created at the field level and approved at the Department level.
- Generation of e-Billing, approval, and generation of Vouchers, and submission of accounts to AD have been made easier.
- The measurement is taken, and pending bills and accounts status can be better monitored.
- The entire process has been made based on proposal work for generating accounts and submitting the same to AG Odisha.
- By integrating with IFMS and AG accounting systems, paying bills and submitting monthly accounts to AG became easier.
